Book excerpt: This report is the conclusion of the Committee's short, follow-up inquiry following 2005's 'Too Much or Too Little? Changes to the EU Sugar Regime', (HLP 80-I, 2005-06, ISBN 9780104007716) published when reform of the regime was imminent. The Committee wanted to examine the progress of reform and what measures will be necessary in future, prior to the EU finalising its position on this issue in the autumn. After the last set of reforms took place, the price of sugar in the EU decreased. However, this was just for the growers and the producers - the cost to the consumer actually increased, meaning they did not reap the benefits of the decrease in sugar prices. The sugar market has very few significant operators. For consumers primarily, but for the industry too, the pricing process needs clarity and transparency. The Committee believes that an investigation by the UK's Office of Fair Trading would be an excellent way of providing independent advice to the Commission on how the process impacts on UK consumers.Other recommendations include the abolition of production quotas in 2015, that import tariffs on raw and refined sugar are eased and that the European Commission carefully monitors the disbursement of funding set aside to help lessen the impact of the 2006 reforms on developing countries to combat the delays that have been experienced thus far.

Globalisation has created powerful new incentives for states to cooperate and has generated renewed interest in multilateralism. While a large body of work exists on multilateralism as a concept, it continues to be ill-defined and poorly understood. This book sheds new light on 21st century multilateralism by exploring conceptual approaches as well as generating innovative, empirical knowledge on its practice. Research on EU external relations has increasingly focused on the concept of ‘effective multilateralism’. Yet, the application of this concept as a guiding principle of EU foreign policy in non-security policy areas has rarely been examined. This book explores whether the EU is pursuing effective multilateralism in specific policy areas, including trade, climate change and conflict resolution, and distinct geographical and institutional settings, both internal to the EU and in specified regions, international organisations (IOs) and bilateral partnerships. This book offers evidence-based, actionable policy lessons from Europe’s experience in promoting multilateralism. Book excerpt: EU Trade Agreements and European Integration studies 50 bilateral trade agreements negotiated by the European Commission from 1970–2008 and how they shaped European integration. The book argues that the Commission used these trade agreements, signed primarily with countries in Asia and Latin America, to advance European integration by ensuring that they became wider in scope and institutionally deeper by establishing ‘joint bodies’ – even in the face of resistance from member states in the Council of the European Union. Drawing upon principal–agent theory to explain Commission autonomy and Council control as well as extensive archival material and other sources across six in-depth case studies, it shows that the Commission primarily relied on asymmetric information to shape trade agreements in earlier negotiations. In later negotiations, the Commission harnessed its agenda-setting power to submit agreements that the Council could only accept or reject. Overall, the book argues that these 50 trade agreements significantly impacted European integration by increasing the Commission’s external action capability, transforming it into a truly global political actor – one trade agreement at a time. This book will be of interest to scholars and students of European Union Studies and EU policy making, practitioners involved in trade and external relations, and engaged citizens in Europe and abroad, particularly in India, which is prominently featured in the book.
