Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. Review from Goodreads: "Jason" rated this book with 3 stars and had this to say "This coffee table book on Senate History comes from none other than the U.S. Senate Historian, Richard Baker. The House of Representatives recently acquired noted historian of the Jacksonian era, Robert Remini as the official House Historian. He recently wrote a pretty impressive tomb on the House of Representatives. The Senate already has a 4 volume history written by US Senator, Robert C. Byrd of West Virginia, so the Senate could not reply in that manner. So, I think the coffee table book was the best that we could muster. I think this is the first time I have actually read a coffee table book from cover to cover. It is a chatty little story book filled with useful cocktail-party-history of the US Senate. That's useful knowledge to me, as I never know what to say at Washington cocktail parties. Perhaps anecdotes about Thomas Hart Benton will help break the ice. The most striking thing to me about the book was the number of attacks on the Capitol. I had heard about all the incidents individually, but it is more jolting to see them sequentially. 3 bombings, 2 gun attacks and then the attempt on September 11th. In a way, its remarkable that the Capitol complex remained so open for so long. Note, I use the past tense here. As any of you who have visited the capitol recently will have noted, it is increasingly difficult to get in. And once the Capitol Visitor Center is completed, I expect it will be very much a controlled experience like the White House. In any case, Baker's prose is breezy and he is dutifully reverent to the institution without missing the absurdities of Senate life. You also get a sense of the breakdown in lawfulness that preceded the Civil War. Its not just the canning of Charles Sumner, its also the Mississippi Senator pulling a gun on Missouri Senator Thomas Hart Benton in the Senate chamber. Then there is the case of California Senator David Broderick (an anti-slavery Democrat) being killed in a duel by the pro-slavery Chief Justice of the California Supreme Court. Apparently, back in those days, California was a lot more like modern Texas. In any case, the slide toward anarchy can definitely be found long before Fort Sumter. Another interesting aside that I really never knew concerns the order of succession. All of us learn in school that it is the President, then the Vice President, then the Speaker of the House and then President Pro Tempore of the Senate. After that, you get the members of the Cabinet, and I was aware that as new departments were created, they have been shuffled up a bit. What I did not know, is that Congress was not always in the order of succession at all. For a long time, it devolved from the President to the VP and then directly to the Secretary of State. Furthermore, when they first inserted Congress, it was the President Pro Tempore of the Senate who was third in line over the Speaker of the House. The structure we all know and love was only finalized in 1947 after some hard thinking in light of FDR's demise and the Constitutional Amendments on succession that followed. Anyway, this is a book for government geeks. If you are one, its a nice read and about as pleasant a way to introduce yourself to Senate history as I have found. If not, there are prettier coffee table books to be had."

The price of cotton steadily declined, and the farmer was hard put to meet the payments on his mortgage. At the same time the corporate and banking interests of the state seemed to prosper. There were reasons for this beyond the ken of the poor hill farmer—the redneck, as he was popularly termed. But the redneck came to regard this situation—chronic depression for him while his mercantile neighbor prospered—as a conspiracy against him, a conspiracy which was aided and abetted by the leaders of his party. Revolt of the Rednecks: Mississippi Politics 1876–1925 is a study of the struggle of the redneck to gain control of the Democratic Party in orger to effect reforms which would improve his lot. He was to be led into many bypaths and sluggish streams before he was to realize his aim in the election of Vardaman to the governorship in 1903. For almost two decades thereafter the rednecks were to hold undisputed control of the state government. The period was marked by many reforms and by some improvement in the economic plight of the farmer—an improvement largely owing to factors which were uninfluenced by state politics. The period closes in 1925 with the repudiation and defeat at the polls of the farmers' trusted leaders, Vardaman and Bilbo.

The author's effort in this work was to collect all of the available authentic matter for permanent preservation in book form. The record closes as of December 31, 1924. The record is derived from many sources – long forgotten books and pamphlets; old letters and diaries that have been stored away as family memorials of the past; newspapers beginning with the St. Augustine Herald in 1822 (on file at the Congressional Library at Washington) fragmentary for the early years, but extremely valuable for historical research; almost a complete file of local newspapers from 1875 to date; from the unpublished statements of old residents of conditions and outstanding events within the period of their clear recollection; and from a multitude of other sources of reliability. The search through the highways and the byways for local history was in the spare moments of the author stretching over a period of a score of years, a pastime "hobby" with no idea of making money out of it. No attempt has been made to discuss the merits of any incident, but only to present the facts, just as they were and just as they are, from the records and sources indicated.

He was a leading contributor both to the early development of the U.S. legal system and to the interaction between law and politics in pre-Civil War America. During the years of Clay's practice, modern American law was taking shape, building on the English experience but working out the new rules and precedents that a changing and growing society required. Clay specialized in property law, a natural choice at a time of entangled land claims, ill-defined boundaries, and inadequate state and federal procedures. He argued many precedent-setting cases, some of them before the U.S. Supreme Court. Maurice Baxter contends that Clay's extensive legal work in this area greatly influenced his political stances on various land policy issues. During Clay's lifetime, property law also included questions pertaining to slavery. With Daniel Webster, he handled a very significant constitutional case concerning the interstate slave trade. Baxter provides an overview of the federal and state court systems of Clay's time. After addressing Clay's early legal career, he focuses on Clay's interest in banking issues, land-related economic matters, and the slave trade. The portrait of Clay that emerges from this inquiry shows a skilled lawyer who was deeply involved with the central legal and economic issues of his day.
