Jean-Pierre Bertin-Maghit’s Propaganda Documentaries in France: 1940–1944 is the first volume specifically devoted to nonfiction propaganda films distributed in France during the “dark years” of the German Occupation. This book provides a concise overview of Vichy and German film policies, including the purchase of an extensive network of movie houses, many of which were expropriated from Jewish owners. In addition, popular prewar American and French feature films were banned, while theaters were flooded with propagandist titles. Bertin-Maghit also illustrates how ideological priorities and political negotiations played out in both topical documentaries and weekly newsreels, juxtaposing Vichy’s integrationist propaganda with German-sponsored documentaries of agitation and exclusion. While documentaries are the primary focus of this work, the author also addresses other forms of propaganda, such as newsreels and posters. Using until now overlooked films, Framing the Nation refutes this misconception and shows that the French were early and active believers in the uses of documentary film for social change - and these films reached audiences far beyond the confines of commercial cinema circuits in urban areas.

These works of art seem to be devoid of political impact. The widespread trend of unrealistic and fantastic art during this period is explained by some scholars as the artists escape from the omnipotent eye of German censorship. The purpose of the book is to show that, contrary to the accepted view, some of these films were intimately linked to the political situation. They convey the demonization of characters that, while not specifically presented as Jews nevertheless manifested anti-Semitic stereotypes of the Jew as ugly, rootless, low, hypocritical, immoral, cruel and power hungry. All five movies analysed (Les Inconnus dans la maison, dir. Henri Decoin, 1942; Les Visiteurs du Soir, dir. Marcel Carne, 1942; L'Eternel retour, dir. Jean Delannoy, 1943; Les Enfants du Paradis, dir. Marcel Carne, 1943) present characters not identified as Jews but who exhibit negative Jewish traits, in contrast to the aristocratic characters whom they aspire to emulate. They demonstrate, implicitly, central themes of explicit anti-Semitic propaganda. Yehuda Moraly addresses two current major misconceptions regarding the Cinema of Occupied France: (1) that the accepted view that there were almost no explicitly Jewish characters in the cinema of that time and place is patently incorrect; and (2) that the feature films of Occupied France were not as it is commonly thought free of the propaganda messages that permeated the press, the radio and documentary films. Analysis of these films brings out the contradictory nature of European anti-Semitism. On one hand, the Jew is the anti-Christ, throttling the world with disgusting materialism while on the other hand, he is representative of an ancestral stifling morality, which it is time to abolish.

In each the role of myth was intricately bound up with memory, hope, belief, and ideas of nation. This is the first book to explore how individual myths were created, sustained, and used for purposes of propaganda, examining in detail not just the press, radio, photographs, posters, films, and songs that gave credence to an imagined event or attributed mythical status to an individual, but also the cultural processes by which such artifacts were disseminated and took effect. Reliance on myth, so the authors argue, is shown to be one of the most significant and durable features of 20th century warfare propaganda, used by both sides in all the conflicts covered in this book. However, its effective and useful role in time of war notwithstanding, it does distort a population's perception of reality and therefore often results in defeat: the myth-making that began as a means of sustaining belief in France's supremacy, and later her will and ability to resist, ultimately proved counterproductive in the process of decolonization.

Book excerpt: The US government launched the European Recovery Programme, otherwise known as the 'Marshall Plan', in order to save war-torn Europe from collapse in 1948. Yet while much is known about the economic side of the Marshall Plan, the extensive film campaign that accompanied it has been largely overlooked until now. The American Marshall Plan Film Campaign and the Europeans is the first book to explore the use of the Marshall Plan films and, importantly, their distribution and reception across Europe. The study examines every available film – the 170 that remain from the 200 estimated to have been made – and looks at how they were designed to instil hope, argue the case for economic restructuring and persuade the Europeans of the superiority of the liberal-capitalist system. The book goes on to reason that the films served as a powerful weapon in the cultural Cold War, but that the European audiences were by no means passive victims of the US propaganda effort. Maria Fritsche discusses the Marshall Plan films in the context of countries across Western, Northern and Southern Europe, covering the majority of the 17 European countries that participated in the Plan in the process. The book incorporates 70 images and utilises a vast number of archival sources to explore the strategies the US adopted to sway the minds of the Europeans, the problems they encountered in the process and, not least, the varied responses of the European audiences. It is a vital study for any scholar or student keen to know more about postwar recovery in Europe, the legacy of the Second World War or America's relationship with Europe in the 20th century.
