Book excerpt: La réalisation des deux premiers Objectifs de développement durable (ODD) – l’éradication de la pauvreté et de la faim d’ici 2030 – nécessite une mobilisation d’investissements considérable. Ces investissements, publics et privés, devront être complètement alignés sur les ODD pour contribuer pleinement au développement durable. Dans ce cadre, il convient d’accorder à la jeunesse une place de premier rang dans les efforts de promotion et de mobilisation de ces investissements pour trois raisons: le développement de la sécurité alimentaire; la promotion de la valeur ajoutée des denrées alimentaires; et enfin l’évolution de l’emploi et du bien-être économique. Le présent outil de planification stratégique permet de stimuler et pérenniser les investissements des jeunes agri-entrepreneurs à l’échelle d’un pays ou d’une région. Il appuie une analyse approfondie des conditions-cadre relatives à l’investissement par les jeunes, ainsi qu'une appropriation des résultats par les preneurs de décisions par la mise en route d’un processus participatif. Ce processus de planification stratégique se déroule en quatre étapes: 1. Identifier des priorités d’intervention (filières agro-alimentaires prometteuses; régions-cibles et catégories de jeunes ayant à la fois le potentiel de devenir des agri-entrepreneurs à succès et ayant le plus besoin d’appui); 2. Analyser la situation actuelle des conditions-cadre et services existants permettant aux jeunes agri-entrepreneurs de réaliser des investissements responsables et durables dans l’agriculture et les systèmes alimentaires ; 3. Elaborer une vision commune de la situation souhaitée pour les jeunes agri-entrepreneurs investissant dans les filières agro-alimentaires; et 4. Proposer des solutions d’amélioration concrètes pour favoriser des investissements durables et responsables par les jeunes agri-entrepreneurs. L'outil a été déployé en Tunisie en 2019-2020 et les leçons tirées de cette expérience sont partagées dans le document.

Le projet AgrInvest-Systèmes alimentaires cherche à attirer des investissements conformes aux objectifs de développement durable (ODD) dans les systèmes alimentaires en tirant parti des fonds publics. Cette publication vient étayer le projet AgrInvest-Systèmes alimentaires en analysant le système alimentaire national du Niger par le biais d’une approche des systèmes alimentaires et de l’économie politique. Ces approches ont permis de cartographier et de relier les résultats et les défis du système alimentaire nigérien, les facteurs structurels, les enjeux de la durabilité, ainsi que les institutions et les acteurs. Ces analyses ont également permis d’identifier des chaînes de valeur prometteuses pour les investissements alignés sur les ODD, à savoir les filières lait et viande, oignon et niébé, et les goulets d’étranglement qui empêchent actuellement d’augmenter les investissements au Niger. Plusieurs solutions potentielles à ces goulets d’étranglement sont proposées et seront étudiées plus en détail dans le cadre du projet AgrInvest-Systèmes alimentaires.

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Book excerpt: How we produce and consume food has a bigger impact on Americans' well-being than any other human activity. The food industry is the largest sector of our economy; food touches everything from our health to the environment, climate change, economic inequality, and the federal budget. From the earliest developments of agriculture, a major goal has been to attain sufficient foods that provide the energy and the nutrients needed for a healthy, active life. Over time, food production, processing, marketing, and consumption have evolved and become highly complex. The challenges of improving the food system in the 21st century will require systemic approaches that take full account of social, economic, ecological, and evolutionary factors. Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. The overview of the food system and the framework described in this report will be an essential resource for decision makers, researchers, and others to examine the possible impacts of alternative policies or agricultural or food processing practices.

As recognised in the 1995 consultation, risk analysis is composed of three separate but integrated elements, namely risk assessment, risk management and risk communication. That consultation recognised risk communication as an interactive process of exchange of information and opinion on risk among risk assessors, risk managers, and other interested parties. Risk management is defined within Codex as the process of weighing policy alternatives in the light of the results of risk assessment and, if required, selecting and implementing appropriate control options, including regulatory measures. The outcome of the risk management process, as undertaken by Committees within the Codex Alimentarius system, is the development of standards, guidelines and other recommendations for food safety, m the national situation it is likely that different risk management decisions could be made according to different criteria and different ranges of risk management options. The overall objective of Codex is to ensure consumer protection and to facilitate international trade.
