Book excerpt: This report examines the past decisions taken on the Typhoon fighter aircraft and looks at improvements that the Department can make to its delivery model to get more from industry in terms of reduced costs and better performance in the future. The Department originally planned to buy 232 aircraft. However, in light of changed operational requirements and significant funding constraints arising from the pressures of the defence budget, it is now ordering 160 aircraft and will retire the 53 oldest aircraft by 2019, leaving a long-term fleet of 107 aircraft. Overall, it is costing the Department £20.2 billion, £3.5 billion more than it first expected, to buy a third fewer aircraft. This is equivalent to the purchase cost of each aircraft rising by 75%, from £72 million to £126 million. Problems with the availability of spares mean that Typhoons are not flying the hours required and the Department is forced to cannibalise parts from other aircraft to maximise the number of aircraft available on a given day. As a result, it is not fully training all its pilots. Support costs are budgeted at £13.1 billion, but could be as high as £16.6 billion across the life of the aircraft. The Department has identified potential savings of £3.5 billion to keep support costs within budget. The Department will need to both reduce the cost and increase the timeliness of future collaborative spares and repairs contracts. At present, the contracts do little to incentivise better industry performance and to penalise failure.

Book excerpt: Getting full value for money from the significant investment in the Typhoon project will depend on the Ministry of Defence successfully progressing the delivery of multi-role capability so that the aircraft can be deployed when required and affordably. The 2010 Strategic Defence and Security Review underlined how Typhoon is core to the RAF's combat aircraft capability and emphasised the Government's commitment to develop Typhoon into a fully multi-role aircraft which can conduct both air-to-air and ground attack missions. Typhoon already successfully undertakes air defence tasks and so far MOD has committed a total of £564 million to upgrade Typhoon for the ground attack role. However, it is unlikely to become the aircraft of choice for most ground attack missions until 2018. The cost of the Typhoon project has risen substantially. Despite the MOD's now buying 72 fewer aircraft (down from 232 to 160, a reduction of 30 per cent), the forecast development and production cost has risen by 20 per cent to £20.2 billion. This is a 75 per cent increase in the unit cost of each aircraft. The cost of supporting each aircraft has also risen by a third above that originally expected. Key investment decisions were taken on an over-optimistic basis and costs have risen at a rate the MOD did not predict. The objectives of four partner nations on the project are not fully aligned and decision-making is slow. There have also been problems with spares and other support which mean the RAF is not flying Typhoon as much as planned.

Disasters disproportionally affect the poor: Vulnerable and marginalized groups, including women, children, the elderly, and people with disabilities, are at particular risk. East Asia and the Pacific is the most disaster-stricken region in the world, suffering from small recurrent as well as rare high-impact events. East Asia is rapidly urbanizing, and cities are becoming disaster hotspots. Unplanned or poorly planned urbanization, which puts more people and assets in harm’s way, is the single largest driver of disaster risk. There is deep uncertainty about future disaster and climate risks, challenging our ability to adapt to new developments and changing the physical and natural environment. Decision makers can make a significant difference by effectively managing disaster risk and building resilience. With education and communication, preparedness, and investments, urbanization can be channeled as a tremendous positive force for development. By decreasing disaster exposure and vulnerability through systematic assessments and communication of risks, better land-use planning, and many other practical measures, the impacts of natural hazards can be reduced significantly. At the same time, it is necessary to recognize that the risks of disasters cannot be entirely eliminated, and countries need to plan for failure by considering different scenarios, especially within complex systems and networks. Preventive investments in risk reduction and emergency preparedness can be extremely cost-effective and can greatly reduce the impact of natural hazards. Governments can prioritize actions based on informed decisions about the level of risk to reduce the risks from disasters. Public investments, such as early-warning systems, retrofitting of critical infrastructure at risk, and mainstreaming systematic risk assessments into relevant public investment planning processes, can help to reduce poverty and promote sustainable economic growth. The World Bank supports countries around the world in mainstreaming a comprehensive and integrated approach to disaster risk management into development. The World Bank provides analytical and advisory services, helps to build climate and disaster resilience into core investments across sectors, and offers unique financial solutions to better manage the contingent fiscal risks from disasters.

The Ministry of Defence (MOD) has already reduced the deficit between the defence budget and planned expenditure by £15 billion, but a shortfall of between £6 billion and £36 billion remains. The financial crisis means a substantial increase in funding is unlikely, and closing the gap will require bold action as part of the Strategic Defence Review which is expected after the General Election. The MOD has reduced equipment numbers being bought on some projects and taken short-term decisions to slip other projects, but this approach will lead to long-term cost increases. In 2008-09, costs on the 15 major defence projects examined by the NAO increased by £1.2 billion, with two thirds (£733 million) directly due to the decision to slow projects. This approach does not address the fundamental affordability problems, increases through-life costs and represents poor value for money on the specific projects affected. There are signs of improvement in project cost control with innovative decisions being taken to ensure progress but unless the MOD addresses the underlying budgetary and governance issues it will not consistently deliver value for money nor will the operational benefits of expensive new capabilities be available to the Armed Forces in a timely manner or in the numbers originally planned. The current cost of 15 major military projects has risen by £3.6 billion, compared with the expected costs when the investment decisions were taken. The total slippage, averaged over the 14 major projects with in service dates, is over two years per project.
