Projects relating to this mission are subject to various environmental regulations that require the collection of environmental data for project planning, design, construction, and operation. These data-collection processes must be performed under controlled conditions to be legally defensible. An effective quality assurance (QA) plan is needed to meet these requirements. in response to the need for a guidance document to assist Corps personnel with the preparation of QA project plans, a task group met and recommended the preparation of a single standardized approach that would be applicable to all civil works data-collection programs. This guidance report was prepared in response to this recommendation.

Book excerpt: Part 1 of the Uniform Federal Policy for Quality Assurance Project Plans (the UFP-QAPP Manual), prepared by the Intergovernmental Data Quality Task Force (IDQTF), provides instructions for preparing Quality Assurance Project Plans (QAPPs). It is the companion document to the IDQTF's Uniform Federal Policy for Implementing Environmental Quality Systems (UFP-QS). The UFP-QS was developed to consistently implement the quality system requirements of ANSI/ASQ EA, Quality Systems for Environmental Data and Technology Programs - Requirements with guidance for use, Section 5 (Part A). Similarly, this UFP-QAPP Manual has been developed to consistently implement the project-specific requirements in Section 6 of that standard (ANSI/ASQ E4). This Manual requires that QAPP be approved for all environmental data collection projects. The QAPP will integrate technical and quality control aspects of a project throughout its life cycle, including planning, implementation, assessment, and corrective actions. The QAPP will present the steps that will be taken to ensure that environmental data collected are of the correct type and quality required for specific decision or use. It will present an organized and systematic description of the ways in which quality assurance (QA) and quality control (QC) will be applied to the collection and use of environmental data.

Book excerpt: This Quality Assurance Program Plan (QAPP) provides information on how the Project Hanford Quality Assurance Program is implemented by CH2M HILL Hanford Group Inc (CHG) for managing the Initial Tank Retrieval Systems (ITRS), Project W-211. This QAPP is responsive to the CHG Quality Assurance Program Description (QAPD) (LMH-MP-599) which provides direction for compliance to 10 CFR 830 120, ''Nuclear Safety Management, Quality Assurance Requirements'', and DOE Order 5700 6C, ''Quality Assurance'' Project W-211 modifies existing facilities and provides systems for retrieval of radioactive wastes from selected double-shell tanks (DST). The contents of these tanks are a combination of supernatant liquids and settled solids. To retrieve waste from the tanks, it is first necessary to mix the liquid and solids prior to transferring the slurry to alternative storage or treatment facilities. The ITRS will provide systems to mobilize the settled solids and transfer the wastes out of the tanks. In so doing, ITRS provides feed for future processing plants, allows for consolidation of tank solids to manage space within existing DST storage capacity, and supports continued safe storage of tank waste. This project includes the design, procurement, construction, startup and turnover of these retrieval systems This QAPP identifies organizational structures and responsibilities. Implementing procedures used by CHG project management can be found in the CHG Quality Assurance Program (CHG QAP) Implementation Matrix located in HNF-IP-0842, Volume XI, Attachment Proposed verification and inspection activities for critical items within the scope of project W-211 are identified in Attachment 1 W-211. Project participants will identify the implementing procedures used by their organization within their QAF'Ps. This project specific QAPP is used to identify requirements in addition to the QAPD and provide, by reference, additional information to other project documents.

It is recommended that the individual worksheets included in this Workbook be taken to the project scoping and planning sessions. The use of the worksheets will aid in identifying the critical project information that will ensure that the right type, quality, and quantity of data are collected to meet all of the project's quality objectives. Though the format of each worksheet is not mandatory, the information required on the worksheets must still be presented in the QAPP, as appropriate to the project. In addition, QAPP preparers are encouraged to develop additional tables, as appropriate to the project.
