The UK’s 2014 Research Excellence Framework (REF2014) for the first time included an “Impact” criterion that considered how research had influenced society, beyond academia. Using a series of interviews with REF2014 Main Panel A evaluators, the book explores how a dominant definition of Impact was constructed within panels and how this led to the development of strategies around valuing it as an ambiguous object. By doing so, Derrick brings a unique perspective to Impact that is currently overlooked in the dominant Impact evaluation discourse. Through examining the evaluation procedure as a dynamic process it is argued that the best models, strategies and insights for Impact evaluation are those constructed in practice, within peer review groups. By exploring the legitimacy of peer review as a tool to assess the societal impact of research, Derrick states that the future for Impact evaluation is not to seek alternative tools where peer review seemingly fails, but instead to highlight ways in which peer review panels can work smarter. The project is a case study-based review of 29 cardiovascular and stroke research grants, funded in Australia, Canada and UK between 1989 and 1993. The case studies focused on the individual grants but considered the development of the investigators and ideas involved in the research projects from initiation to the present day. Grants were selected through a stratified random selection approach that aimed to include both high- and low-impact grants. The key messages are as follows: 1. The cases reveal that a large and diverse range of impacts arose from the 29 grants studied. 2. There are variations between the impacts derived from basic biomedical and clinical research. 3. There is no correlation between knowledge production and wider impacts 4. The majority of economic impacts identified come from a minority of projects. 5. This report identified factors that appear to be associated with high and low impact. This report presents the full set of case studies.

Book excerpt: This Review sets out to propose a structure for the funding arrangements for the whole spectrum of health research, with the objective of obtaining the maximum benefit from research success and, where possible, eliminating duplication of effort. The Review found, however, that the UK is at risk of failing to reap the full economic, health and social benefits that the UK's public investment in health research should generate. There is no overarching UK health research strategy to ensure UK health priorities are considered through all types of research and there are two key gaps in the translation of health research: (i) translating ideas from basic and clinical research into the development of new products and approaches to treatment of disease and illness; (ii) implementing those new products and approaches into clinical practice.The Review also found that the wider funding arrangements for supporting translation of ideas from conception to practice could be more coherent or comprehensive and, where arrangements exist, they do not function well. The Review identified cultural, institutional and financial barriers to translating research into practice in the publicly funded research arena. But it also found that, in the private sector, the pharmaceuticals industry is facing increasing challenges in translating research into health and economic benefit. The Review has sought to make recommendations that will increase the translation of R&D into health and economic benefit for the UK, both in the public and private sectors. The Review recommends that the Government should seek to achieve better coordination of health research and more coherent funding arrangements to support translation by establishing an Office for Strategic Coordination of Health Research (OSCHR).

Book excerpt: Traditional approaches to vocational rehabilitation, such as skills training classes, job clubs, and sheltered employment, have not been successful in helping people with severe mental illness gain competitive employment. Supported employment, in which clients are placed in jobs and then trained by on-site coaches, is a radically new conceptual approach to vocational rehabilitation designed for people with developmental disabilities. The Individual Placement and Support (IPS) method utilizes the supported employment concept, but modifies it for use with the severely mentally ill. It is the only approach that has a strong empirical research base: rates of competitive employment are 40% or more in IPS programs, compared to 15% in traditional mental health programs. The third volume in the Innovations in Practice and Service Delivery with Vulnerable Populations series, this will be extremely useful to students in psychiatric rehabilitation programs and social work classes dealing with the severely mentally ill, as well as to practitioners in the field.
