Book Transport Project Evaluation

Download or read book Transport Project Evaluation written by Elvira Haezendonck and published by Edward Elgar Publishing. This book was released on 2008-01-01 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely book puts transport cost benefit analysis in a wider, institutional perspective, relating it in particular to decision making. The book will be of interest to practitioners, consultants and academics who are active in the evaluation of transport projects. Erik T. Verhoef, VU University Amsterdam, The Netherlands This is an important piece of work on project evaluation. An attractive feature is the balanced treatment of theory and application. The book provides very useful information on efforts of national governments in various countries to increase the quality of project evaluation studies by formulating guidelines for project evaluation. One of the strong points of the book is that it does not only address technical aspects of project evaluation tools, but also the institutional structures within which decisions are taken. Piet Rietveld, Vrije Universiteit and Tinbergen Institute, Amsterdam, The Netherlands This book revisits traditional evaluation methods, such as cost benefit analysis, to try and find a balance between the ever-increasing demand for transport, the search for sustainable mobility and green transport solutions, and the limited financial resources that governments are able to invest in transport infrastructure projects. In this respect, the effects of transport policy need to be measured and evaluated based on multiple criteria and the need to take into consideration a larger group of stakeholders and investors in transport projects. The book illustrates, methodologically and empirically, why and how the institutional and multi-actor environment impacts upon the analysis, evaluation and decision-making of transport projects in Europe. Including contributions from scholars with considerable expertise in the field, this book will be of great interest to consultants, policymakers and researchers.

Book The Evaluation of Transportation Investment Projects

Download or read book The Evaluation of Transportation Investment Projects written by Joseph Berechman and published by Routledge. This book was released on 2010-05-26 with total page 514 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the world, the use of some kind of a formal transportation project evaluation procedure is a requirement. Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles. It is based on well-established economic, transportation and policy-analysis theoretical principles; it is comprehensive enough to encompass all relevant evaluation issues; it is applicable to a wide range of transportation investment projects; and it is amenable to empirical application including a sensitivity analysis and alternative scenarios regarding urban, regional and national developments.

Book Transport Projects Programmes and Policies

Download or read book Transport Projects Programmes and Policies written by John Nellthorp and published by Routledge. This book was released on 2017-11-30 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. The European Union is constantly struggling to find effective ways to plan major transport infrastructure developments at a European level. This is a critical factor in the emerging debates surrounding the absorption of the accession states into the EU, but it is essential for these states that their economic competitiveness is supported by appropriate and effective transport infrastructure. It is therefore crucial to find innovative approaches to the infrastructure itself, how it is financed and the ways in which proper evaluation procedures are implemented to select which policies, programmes and projects should be supported. This informative volume brings together leading international specialists in economic evaluation applied within the transport sector. Their contributions encompass all the main levels at which transport planning is typically conceptualized - strategic/regional policy, programme and project planning. It therefore examines how coherent economic evaluation practice can be developed and applied not only across different physical scales, but also across national borders.

Book Planning and Appraisal Recommendations for Megaproject Success

Download or read book Planning and Appraisal Recommendations for Megaproject Success written by Juan Alberti and published by Inter-American Development Bank. This book was released on 2019-02-04 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper compares two approaches to the evaluation of mega transport project success. The first one is called the “iron triangle” approach. Under this approach, a megaproject is considered successful when it is delivered on budget, on time, and in line with the required specifications. The second approach is here called the “holistic” view of megaproject success, which considers other commonly used criteria: social efficiency, effectiveness, equity, relevance, and political pay-off, among others. This paper shows how the way in which the success of a mega transport project is measured leads to different recommendations for the planning and appraisal stages. It shows that such recommendations may or may not be consistent with the nature of the problem these endeavors imply at the different stages. It is here argued that focusing on the “iron triangle” approach to success can promote planning and appraisal with a narrow view of the problem, by assuming consensus, encouraging depoliticization, understanding the problem as a mathematical optimization made by a single decision-maker. The “holistic” approach to success, on the other hand, favors more comprehensive and integrated ways of planning and appraising infrastructure megaprojects. It does so by promoting a reduction in data demands, focusing on simplicity and transparency aimed at clarifying the terms of conflict and accepting uncertainty, keeping options open, all while focusing on the actual criteria used by the relevant stakeholders. Common pitfalls of the application of the “iron triangle” approach to success at the planning and appraisal stages result from its failure to address the context and the usual impossibility to fix and maintain a desired state from the earliest stages of the project. On the other hand, when using the ”holistic” view, recommendations are based on what happens in fact, including project management variables as only one part of the criteria actually used when planning megaprojects. In order to promote a transparent pre-investment stage, the planning and appraisal of megaprojects should consider project management variables, while also accepting complexity and non-linearity, addressing the power of the context, as well as the influence of the stakeholders involved, reflecting the actual criteria used in the decision-making process.

Book Engineering Project Appraisal

Download or read book Engineering Project Appraisal written by Martin Rogers and published by John Wiley & Sons. This book was released on 2012-07-03 with total page 396 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most cases of civil engineering development, a range of alternative schemes meeting project goals are feasible, so some form of evaluation must be carried out to select the most appropriate to take forward. Evaluation criteria usually include the economic, environmental and social contexts of a project as well as the engineering challenges, so engineers must be familiar with the processes and tools used. The second edition of Engineering Project Appraisal equips students with the understanding and analytical tools to carry out effective appraisals of alternative development schemes, using both economic and non-economic criteria. The building blocks of economic appraisal are covered early, leading to techniques such as net present worth, internal rate of return and annual worth. Cost Benefit Analysis is dealt with in detail, together with related methods such as Cost Effectiveness and the Goal Achievement Matrix. The text also details three multi-criteria models which have proved useful in the evaluation of proposals in the transportation, solid waste, energy and water resources fields: the Simple Additive Weighting (SAW) Model, the Analytic Hierarchy Process (AHP) technique and Concordance Analysis. There is a full discussion dealing with risk and uncertainty in these models. With many worked examples and case studies, Engineering Project Appraisal is an essential text for both undergraduate and postgraduate students on professional civil engineering courses, and it is expected that students on planning and construction management courses will find it a valuable addition to their reading.
