Book excerpt: Shadow Negotiators is the first book to demonstrate that United Nations (UN) organizations have intervened to influence the discourse, agenda, and outcomes of international trade lawmaking at the World Trade Organization (WTO). While UN organizations lack a seat at the bargaining table at the WTO, Matias E. Margulis argues that these organizations have acted as "shadow negotiators" engaged in political actions intended to alter the trajectory and results of multilateral trade negotiations. He draws on analysis of one of the most contested issues in global trade politics, agricultural trade liberalization, to demonstrate interventions by four different UN organizations—the Food and Agriculture Organization (FAO), the World Food Programme (WFP), the Office of the High Commissioner for Human Rights (OHCHR), and the Special Rapporteur on the Right to Food (SRRTF). By identifying several novel intervention strategies used by UN actors to shape the rules of global trade, this book shows that UN organizations chose to intervene in trade lawmaking not out of competition with the WTO or ideological resistance to trade liberalization, but out of concerns that specific trade rules could have negative consequences for world food security—an outcome these organizations viewed as undermining their social purpose to reduce world hunger and protect the human right to food.

This book focuses on China’s food security strategy and agricultural going global strategy and goes into details on policies and measures for achieving domestic food security. It specially analyzes status and development trend of China’s corn industry since corn is the most sensitive grain variety that plays an important role as food, feed and raw material for bioenergy. It also studies overseas agricultural development potential for agricultural investment and cooperation globally. It finally elaborates China’s agricultural going global strategy, with specific cases to evaluate policy effect, in order to promote international cooperation in agriculture. The conclusions are that as the world’s most populated country, China should rely on its domestic production to ensure food supply. However, with intensified constraints on resources and environment, China should appropriately adjust its food security goals to ensure the basic self-sufficiency of cereals and rely more on global markets for non-cereal grain varieties. Looking to the future, China should establish a food security system that is efficient, open and sustainable through profound reform to increase its domestic food productivity, promote sustainable development of agriculture, and expand international cooperation in agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: In 2007/8 world food prices spiked and global economic crisis set in, leaving hundreds of millions of people unable to access adequate food. The international reaction was swift. In a bid for leadership, the 123 member countries of the United Nations’ Committee on World Food Security (CFS) adopted a series of reforms with the aim of becoming the foremost international, inclusive and intergovernmental platform for food security. Central to the reform was the inclusion of participants (including civil society and the private sector) across all activities of the Committee. Drawing on data collected from policy documents, interviews and participant observation, this book examines the re-organization and functioning of a UN Committee that is coming to be known as a best practice in global governance. Framed by key challenges that plague global governance, the impact and implication of increased civil society engagement are examined by tracing policy negotiations within the CFS, in particular, policy roundtables on smallholder sensitive investment and food price volatility and negotiations on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Global Strategic Framework for Food Security and Nutrition. The author shows that through their participation in the Committee, civil society actors are influencing policy outcomes. Yet analysis also reveals that the CFS is being undermined by other actors seeking to gain and maintain influence at the global level. By way of this analysis, this book provides empirically-informed insights into increased participation in global governance processes.
