Book excerpt: Peace as Government: The Will to Normalize Timor-Leste brings a problematization of post-conflict reconstruction processes by bridging two theoretical approaches that are often placed in diametrical opposite epistemic poles – the analytical tools developed by Michel Foucault and the English School. The author argues that peace operations have a very precise function in the international scenario – the fostering and the maintenance of a (neo)liberal order in the international society. He evinces that this particular function of peace operations is developed through the will to normalize post-conflict states and their populations. In order to advance his argument, the author analyses the United Nations’ (UN) engagement with Timor-Leste, since no other country had the large number of peace operations, the wide range of spheres of engagement or the depth of involvement that the UN had in Timor-Leste. The author evinces that this will to normalize Timor-Leste is rendered operational though the mechanism of government, the conduct of conducts in a Foucauldian sense, functioning in two levels. At the international level, the government operates through discipline, rewarding and punishing the Timorese state seeking to shape its behaviors as an individual in the international society. At the national level, the government operates through biopolitics, which functions through the attempt of shaping the life-supporting processes of the Timorese population.

Book excerpt: This book argues that development aid in small post-conflict states, particularly in the educational field, benefits from a commitment to a shared vision, fostering co-operative relationships and working within local capacity, credibility, and attentiveness to immediate and longer-term development goals. It uses Timor-Leste as its case study of a faith-based partnership in the development of the Instituto Católico para a Formação de Professores (ICFP) at Baucau. The people of what was then East Timor voted overwhelmingly for independence in 1999 and the nation building, including reforming education, in this post-conflict small state began. The book reports how, through the commitment of the partners to capacity building and transforming education, East Timorese staff have assumed positions of responsibility in the Institute. ICFP has received very positive accreditation reports from the national authority in terms of its vision, courses, staff and student quality, and infrastructure. The significance of the challenge and what has been achieved in this teacher education institute is studied against the history of the East Timorese people and the educational policies of their former colonial powers. The history, scope and responsibilities of the partnership reveal how the partners were of one mind in terms of foundational values, institutional deliverables, infrastructure and sustainability for the Institute. This educational capacity building and its outcomes are testimony to the relevance of the development principles of the Paris Declaration and the Accra Accord as well as to the partners’ shared vision as faith-based people and organisations and their commitment to Catholic social teaching.

It aims to highlight how the exercise of ‘exceptional’ forms of power by intervening agencies impacts on the sovereign capacity of intervened states. Drawing upon in-depth analyses of three case studies – Kosovo, East Timor and the Kurdistan Regional Government, the book shifts the focus of the debate to the nature of contemporary intervention as an act of statemaking, and argues that foreign intervention changes the dynamics of political power upon which sovereignty is structured. At the same time, it reveals how intervention reproduces the imposed conditions of international state-making, thus permanently internalising external regulatory mechanisms. International intervention, in other words, becomes the constitutive element of governance in the newly created state. A figurational view of peacebuilding interventions shows that post-conflict societies experience multiple episodes of success and failure in an unpredictable trajectory. This book develops a relational sociology of peacebuilding impact, which is crucial for overcoming static measurement of peacebuilding successes or failures. It shows that international interventions can shape peace but, importantly, not always in the shape they intended. In the 1980s, repatriation became the preferred option for resolving the refugee crisis. As human rights achieved global eminence, refugees' right of return fell under its umbrella. Yet return as a right and its practice as a rite created a radical disconnect between principle and everyday practice, and the repatriation of refugees and Internally Displaced Persons (IDPs) remains elusive in cases of forced displacement of victims by ethnic conflict. Reviewing cases of ethnic displacement throughout the twentieth century in Europe, Asia, and Africa, Howard Adelman and Elazar Barkan juxtapose the empirical lack of repatriation in cases of ethnic conflict, unless accompanied by coercion. The emphasis on repatriation during the last several decades has obscured other options, leaving refugees to spend years warehoused in camps. Repatriation takes place when identity, defined by ethnicity or religion, is not at the center of the displacing conflict, or when the ethnic group to which the refugees belong are not a minority in their original country or in the region to which they want to return. Rather than perpetuate a ritual belief in return as a right without the prospect of realization, Adelman and Barkan call for solutions that bracket return as a primary focus in cases of ethnic conflict.
