Many workshops aimed at enhancing harmonization among countries’ regulatory frameworks for the control of pesticides have been conducted in the region. The most recent workshop on practical aspects of pesticide risk a ssessment and phasing-out of highly hazardous pesticides was conducted in Nanjing, China from 19 to 22 May 2014. This publication provides an updated status of pesticide risk reduction in Asian countries. It also contains databases of registered and banned pesticides, and important documents from the Nanjing workshop that serve to enhance closer cooperation among countries in phasing-out hazardous pesticides.

Book excerpt: The objective of this guidance on fulfilling the reporting requirements of Article 12 of the Code of Conduct is to obtain a regular flow of information on its observance to strengthen implementation of the Code, to provide data for its future revisions and improvement, and, most importantly, to improve the protection of human health and the environment related to pesticide use and management in agriculture and public health. The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

Book excerpt: Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

Book excerpt: "The WHO Recommended Classification of Pesticides by Hazard was approved by the 28th World Health Assembly in 1975 and has since gained wide acceptance. When it was published in the WHO Chronicle, 29, 397-401 (1975), an annex, which was not part of the Classification, illustrated its use by listing examples of classification of some pesticidal active ingredients and their formulations. Later suggestions were made by Member States and pesticide registration authorities that further guidance should be given on the classification of individual pesticides. Guidelines were first issued in 1978, and have since been revised and reissued every few years. Up until the present revision the original guidelines approved by the World Health Assembly in 1975 have been followed without amendment. In December, 2002 the United Nations Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals (UNCETDG/GHS) approved a document called 'The Globally Harmonized System of Classification and Labelling of Chemicals' with the intent to provide a globally-harmonized system1 (GHS) to address classification of chemicals, labels, and safety data sheets. The GHS (with subsequent revisions) is now being widely used for the classification and labeling of chemicals worldwide. For this revision of the Classification the WHO Hazard Classes have been aligned in an appropriate way with the GHS Acute Toxicity Hazard Categories for acute oral or dermal toxicity as the starting point for allocating pesticides to a WHO Hazard Class (with adjustments for individual pesticides where required). It is anticipated that few of the more toxic pesticides will change WHO Hazard Class as a result of this change. As has always been the case, the classification of some pesticides has been adjusted to take account of severe hazards to health other than acute toxicity (as described in Part II). The GHS Acute Toxicity Hazard Category for each pesticide is now presented alongside the existing information"--Page 1.

The International Code of Conduct on the Distribution and Use of Pesticides, the Rotterdam Convention, the Stockholm Convention, the Basel Convention and the Montreal Protocol are only some of the binding and non-binding international instruments applicable to part or all of the life cycle of a pesticide. Specific guidelines for implementation are often available from the secretariat of the applicable international instrument, but comprehensive guidance is generally lacking. Governments need a clear picture of their international obligations as well as guidance on the accepted international consensus on the proper management of pesticides. Upgraded national legislation is needed to align national frameworks with international norms. This text aims to provide governments wishing to design, reform or update their national legislation with up-to-date advice on all aspects of pesticide management. Although the recommendations for national legislative change are designed to be useful to all countries, the text highlights the particular problems faced by developing countries and countries in transition, offering practical solutions to common problems. Book excerpt: Pesticides become obsolete when they can no longer be used for their intended purpose because they have been banned on account of their prolonged impact on the environment and/or because they cannot be used due to age, deterioration or a change of specification of currently applied pesticides. This problem has been addressed by the Stockholm Convention on Persistent Organic Pollutants (POPs), which was ratified by most EU member states and many but not all non-EU countries from Central and Eastern Europe and the former Soviet Union. It entered into force in 2004. The Convention and the subsequent National Implementation Plans (NIPs) drawn up by signatories have addressed the problems to some extent, notably within the EU. Within the EU, producers have been legally obliged to manage obsolete pesticides (OPs), including organising their collection and destruction according to EU laws applicable to hazardous waste management. With EU enlargement, EU law has consequently become applicable to the new member states as well. The process has been accelerated by EU programmes such as PHARE or national programmes established by some member states. However, implementation of the provisions of the Stockholm Convention on their own is hardly sufficient to effectively deal with the risks associated with OPs. The Convention only deals with nine specific OPs (hereafter called Persistent Organic Pollutant or POP pesticides), which represent a small proportion of the total number that are obsolete. In addition, and in close geographical proximity to the EU, problems remain, especially in South-East Europe and the countries of the former Soviet Union.
