Book excerpt: This volume offers insight in the identification and selection procedure of marine protected areas in the German exclusive economic zones (EEZs) of the North - and Baltic Seas. EU Member States are obliged to establish a coherent network of protected areas, consisting of sites identified under the EC Habitats and Birds Directives. The goal of this Natura 2000 network is the conservation of biodiversity on land and in the sea. To fill important gaps in knowledge regarding the presence, abundance, and distribution of certain species and habitats in the German North- and Baltic Seas, the German Federal Agency for Nature Conservation (BfN) initiated a detailed research programme, involving researchers from many renowned German marine research institutes. This book contains the main results of the different projects under this research programme, which formed the basis for the identification and selection of the Natura 2000 sites. Information is given on two NATURA 2000 habitats (sandbanks and reefs), and benthic species, fish, birds and marine mammals, as well as on legal aspects and implementation procedures. Last but not least the book introduces the current status of NATURA 2000 in the German EEZ. Target audience are not only scientists, but also policymakers, environmental organisations and other stakeholders, and the book includes many illustrations.

Seen by some as the cornerstone of Europe’s nature conservation policy, among other measures the Directive established the so-called "Natura 2000" ecological network, which covers more than 18% of the surface of the EU. However, despite the fact the Directive was adopted over twenty years ago only 17% of the protected habitats and species in Europe are being adequately protected while 10-60 % of animal species remain under threat. In light of the limited success and the contested nature of the Habitats Directive so far this book examines the successes and failures of the Habitats Directive from a legal and political angle. The book brings together international experts to consider the application, implementation and future of the Habitats Directive in order to assess whether the Habitats Directive is resilient enough to tackle biodiversity loss in the twenty- first century. Goods and services derived from coastal systems depend strongly on multiple transboundary interactions with the land, atmosphere, open ocean and sea bottom. Increasing demands on coastal resources driven by human habitation, food security, recreation and transportation accelerate the exploitation of the coastal landscape and water bodies. Many coastal areas and human activities are subject to increasing risks from natural and man-induced hazards such as flooding resulting from major changes in hydrology of river systems that has reached a global scale. Changes in the hydrological cycle coupled with changes in land and water management alter fluxes of materials transmitted from river catchments to the coastal zone, which have a major effect on coastal ecosystems. The increasing complexity of underlying processes and forcing functions that drive changes on coastal systems are witnessed at a multiplicity of temporal and spatial scales.
