In The Friendly Liquidation of the Past—one of the first texts to examine this issue comprehensively —Van Cott focuses on the efforts of Bolivia and Colombia to incorporate ethnic rights into their fragile democracies. In the1990s, political leaders and social movements in Bolivia and Colombia expressed dissatisfaction with the quality of democracy--its exclusionary nature, the distance and illegitimacy of the state, and the empty promise of citizenship. The highly symbolic act of constitution making elevated a public struggle for rights to the level of a discussion on the meaning of democracy and the nature of the state. Based on interviews with more than 100 participants in the reforms, Van Cott demonstrates how issues promoted by social movements—recognizing ethnic diversity, expanding political participation and improving representation, and creating spheres of cultural and territorial autonomy—were placed on the constitutional reform agenda and transformed through strategic interaction with political power-brokers into the nation’s highest law. The analysis follows each reform through five years of implementation to assess the early results of what Van Cott suggests is an emerging regional model of multicultural constitutionalism. The Friendly Liquidation of the Past fills an important gap in the study of ethnic politics and constitutional reform in the Andes, linking the literature on institutions and political reform to work in political theory on participatory democracy and multiculturalism.

It seeks a middle ground between two opposing perspectives on the political meaning of urban informality. The first, the ‘emancipatory perspective’, frames urban informality as a practice that fosters autonomy, entrepreneurship and social mobility. The other perspective, more critical, sees informality predominantly as a result of political exclusion, inequality, and poverty. Do we see urban informality as a fertile breeding ground for bottom-up democracy and more political participation? Or is urban informality indeed merely the result of a democratic deficit caused by governing autocratic elites and ineffective bureaucracies? This book displays a wide variety of political practices and narratives around these positions based on narratives conceived upon specific case cities. It investigates how processes of urbanization are politicized in countries in the Global South and in transition economies. The handbook explores 24 cities in the Global South, as well as examples from Eastern Europe and East Asia, with contributions written by a global group of scholars familiar with the cases (often local scholars working in the cities analyzed) who offer unique insight on how informal urbanization can be interpreted in different contexts. These contributions engage the extreme urban environments under scrutiny which are likely to be the new laboratories of 21st-century democracy. Book excerpt: This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It argues that underperforming disciples of the Washington Consensus 'market fundamentalism' should learn and practice the art of systemic industrial policies, which requires a medium-long term strategic perspective and intelligent proactive state interventions in markets. However, it also stresses that rehabilitation requires that industrial policies be developed and implemented in a context of home- grown public-private alliances that avoid state 'capture' by special interests. It first examines the 'how' of industrial policy in the public sectors of ten non-Latin American countries in Asia, Europe, and Oceania that have been successful in promoting economic catch-up with rich countries, or have performed better than Latin American countries with similar resource endowments. The book defines '10+1' generic First Principles for the use, design, and execution of modern industrial policies, and then examines the experiences of nine Latin American and Caribbean governments against these First Principles. The authors identify large gaps in the organizational and operational effectiveness of their public sectors, and suggest ways to close these gaps.

Book excerpt: A number of arguments are made by an international group of authors in this though provoking book about an understudied and socially important context. A future in which financial wealth transfers across the North-South divide from richer to poorer countries is far from sufficient for the relief of poverty and the pursuit of sustainability. Caution must be taken when growth is achieved through the liquidation of the natural wealth of poorer nations, in order to maintain a global economic status quo. Neither poverty reduction nor sustainability will ultimately be achieved. The financial collapse and social upheaval that might result will make the most recent economic downturn look trivial by comparison. What is more urgently needed instead, as argued in this book, is collaboration for sustainability and innovation in the global South, especially building on models originally developed in the South that are transferable to the North. In pursuit of a sustainable and more equitable future, the book examines such topics as Cross-Border Innovation in South-North Fair Trade Supply Chains; Potential Pollution Prevention Programs in Bangladesh; Digital Literacy and Social Inclusion in the South through Collective Storytelling and Eco-innovation at the ‘Bottom of the Pyramid’. Many of these stories and have not been told and need greater visibility. The book contributes in a meaningfully to the discussion of how innovation and sustainability science can benefit both sides in South-North innovation collaborations. It provides useful introduction to the topics, as well as valuable critiques and best practices. This back-and-forth flow of ideas and innovation is itself new and promising in the modern pursuit of a fair and sustainable future for all regions of our planet.
