Book excerpt: The Programmatic Reform Loan for Environmental Sustainability Project is to support Brazil's goal of balancing economic growth with social development and the maintenance and improvement of environmental quality. In line with the Country Assistance Strategy, the program would contribute to the objective of a more sustainable Brazil to reduce poverty and achieve a higher quality of life for all Brazilians in both rural and urban areas. A sustainable Brazil will also be a source of competitiveness and provide wealth for the future. The loan forms a significant part of the Bank's overall assistance strategy to an innovative, committed, and high-performing client. The loan will support environmental sustainability through policy reforms focusing on two major areas: (1) increasing the effectiveness and the efficiency of the environmental management system; and (2) mainstreaming environmental sustainability in selected sector policies and programs. This loan would be the first operation in a series of up to three loans over a four-year period. The operation does not involve additional spending and focuses on policy and institutional changes that should lead to more effective and efficient environmental management. A companion Technical Assistance Loan is planned to follow this operation. The program is expected to result in the improvement of environmental conditions in the medium and long term.

Book excerpt: The objective of the Programmatic Sustainable and Equitable Growth - Housing Sector Reform Loan Project is to support the Government's efforts in improving access by the poor to better housing and serviced/serviceable land, while maintaining fiscal discipline, as part of the set of loans supporting sustainable and equitable growth. Brazil has witnessed enormous progress in all economic and social fronts, the exception being the critical situation of the shelter for the poor. The Government is committed to address this challenge by supporting the needs of the very poor, and the development of a market that could, and should cater to the less poor. This loan focuses on one key component: housing sector reform. It thus deepens the reform agenda to promote efficiency of the financial sector and improve economic opportunity. Specifically, the project will a) develop a sound national policy, and institutional framework for housing and urban development; b) strengthen the housing credit, and savings systems, and provide incentives for the housing finance market to expand, as well as move "down-market"; c) design and implement a unified federal housing subsidy system, to address the affordability of housing solutions for the poor; and, d) reduce the costs of formal, urban land development, by strengthening land legislation, regulations, and real property registries. In spite of several risks to this operation, namely, timing and expectations, coordination and institutional risks, and,

Book Market Led Agrarian Reform

Download or read book Market Led Agrarian Reform written by Saturnino Borras Jr. and published by Routledge. This book was released on 2013-09-13 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Three-fourths of the world’s poor are rural poor. Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.
