Book excerpt: Procurement from Big Science Centers (BSC) yields a variety of spillover effects that can ultimately have growth enhancing consequences for their partner countries. We study the determinants of procurement for the biggest research infrastructure ever built: the Large Hadron Collider (LHC) at CERN. Using a unique cross-section database of firms that have registered to become industrial partners of the LHC program, we estimate the determinants for potential suppliers of receiving an order from CERN. We compare the relative weight of firms' technological features and CERN's procurement rules aimed at securing a juste retour for its Member States. Our results point to a strong impact of technological factors, while also highlighting the importance of political constraints related with CERN's procurement rules as well as the presence of a home bias. Since the constraints related with the achievement of a juste retour affect-directly or indirectly-the procurement policy of many European BSCs, our results have policy implications that go beyond the CERN case study.

Authors from big research laboratories/organizations, funding agencies and academia discuss how investing in science can produce societal benefits as well as identifying future challenges for scientists and policy makers. The volume cites different ways to assess the socio-economic impact of Research Infrastructures and their role as hubs of global collaboration, creativity and innovation. It highlights the different benefits stemming from fundamental research at the local, national and global level, while also inviting us to rethink the notion of “benefit” in the 21st century. Public investment is required to maintain the pace of technological and scientific advancements over the next decades. Far from advocating a radical transformation and massive expansion in funding, the authors suggest ways for maintaining a strong foundation of science and research to ensure that we continue to benefit from the outputs. The volume draws inspiration from the first “Economics of Big Science” workshop, held in Brussels in 2019 with the aim of creating a new space for dialogue and interaction between representatives of Big Science organizations, policy makers and academia. It aspires to provide useful reading for policy makers, scientists and students of science, who are increasingly called upon to explain the value of fundamental research and adopt the language and logic of economics when engaging in policy discussions.

Book excerpt: We study the way in which public procurement by big research infrastructures enhances suppliers' performance. Using survey data on 669 CERN suppliers, we built a unique data set to analyse, through an ordered logit model and Bayesian networks, the determinants of suppliers' sales, profits and development activities. We find that collaborative relations between CERN and its suppliers improve suppliers' performance and increase positive spill overs along the supply chain. This suggests that public procurement for innovation policies should promote cooperative relations and not only market mechanisms.

What new world opens up at the terascale? No one really knows, but the confident expectation is that radically new phenomena will come into view. The kind of 'big science' being pursued at CERN, however, is becoming ever more uncertain and costly. Do the anticipated benefits justify the efforts and the costs? This book aims to give a broad organizational and strategic understanding of the nature of 'big science' by analyzing one of the major experiments that uses the Large Hadron Collider, the ATLAS Collaboration. It examines such issues as: the flow of 'interlaced' knowledge between specialist teams; the intra- and inter-organizational dynamics of 'big science'; the new knowledge capital being created for the workings of the experiment by individual researchers, suppliers, and e-science and ICTs; the leadership implications of a collaboration of nearly three thousand members; and the benefits for the wider societal setting. This book aims to examine how, in the face of high levels of uncertainty and risk, ambitious scientific aims can be achieved by complex organizational networks characterized by cultural diversity, informality, and trust - and where 'big science' can head next.

Book excerpt: The Department for Culture, Media and Sport (DCMS) and the wide range of organisations it sponsors spend about £575 million a year buying goods and services. This NAO report examines the procurement practices used by the 25 largest organisations which are responsible for 97 per cent of the sector's procurement spend. Findings include that, whilst there are examples of good practice, procurement capabilities and practices are on the whole underdeveloped across the sector, and that better procurement practice could result in overall annual savings of £14 million by 2008-09 and double this within five years. The report sets out recommendations for ways to make further efficiencies into procurement across the sector, including improving co-ordinating how organisations work together to share knowledge and resources and to harness their buying power.

Book excerpt: This paper contributes to the literature on the impact of Big Science Centres on technological innovation. We exploit a unique dataset with information on CERN's procurement orders to study the collaborative innovation process between CERN and its industrial partners, mostly European firms. Since 19 out of the 23 Member Countries of CERN belong to the EU, public procurement for innovation through CERN can be seen as factor contributing to European innovation policies. After a qualitative discussion of case studies, survival and count data models are estimated; the impact of CERN procurement on suppliers' innovation is captured by the number of patent applications. The fact that firms in our sample received their first order over a long time span (1995-2008) delivers a natural partition of industrial partners into “suppliers” and “not yet suppliers”. This allows estimating the impact of CERN on the hazard to file a patent for the first time and on the number of patent applications, as well as the time needed for these effects to show up. We find that a “CERN effect” does exist: being an industrial partner of CERN is associated with an increase in the hazard to file a patent for the first time and in the number of patent applications. These effects require a significant “gestation lag” in the range of five to eight years, pointing to a relatively slow process of absorption of new ideas.

Book excerpt: Government invests in a range of large scientific facilities to support and develop the nation's science base, with over £860 million allocated since 2000 to construct 10 new large scientific projects. These programmes include: a Diamond Synchrotron (costing £383 million) to produce intense X-rays and shorter wavelength emissions for examining structures at molecular and atomic level; a new research ship, RRS James Cook, to conduct oceanographic and marine studies (a budget of £40 million); and a new Antarctic research station (with a budget of £34.7 million) for monitoring climate, ozone and space weather. Following on from a NAO report on this topic (HCP 153, session 2006-07, ISBN 9780102944198) published in January 2007, the Committee's report examines how large scientific facilities are delivered and the how their value is assessed. Findings include that the first two projects have been delivered largely to time and budget, but other projects still at an early stage are forecasting slippage, with five of the six most mature projects forecasting significant increases in the initial estimates for operating costs. Research Councils have not always sufficiently evaluated options for locating new scientific facilities and have had difficulty in attracting a sufficient number of bidders for contracts to help build new facilities. Performance indicators used by the Research Councils and project teams for monitoring the success of these facilities are not always sufficiently comprehensive or measurable, and if the UK is to maximise the value of these facilities, it needs to attract more young people into science to make good use of the research capacity now being built.
