Book excerpt: In 1921 Austria became the first interwar European country to experience hyperinflation. The League of Nations, among other actors, stepped in to help reconstruct the economy, but a decade later Austria’s largest bank, Credit-Anstalt, collapsed. Historians have correlated these events with the banking and currency crisis that destabilized interwar Europe—a narrative that relies on the claim that Austria and the global monetary system were the victims of financial interlopers. In this corrective history, Nathan Marcus deemphasizes the destructive role of external players in Austria’s reconstruction and points to the greater impact of domestic malfeasance and predatory speculation on the nation’s financial and political decline. Consulting sources ranging from diplomatic dossiers to bank statements and financial analyses, Marcus shows how the League of Nations’ efforts to curb Austrian hyperinflation in 1922 were politically constrained. The League left Austria in 1926 but foreign interests intervened in 1931 to contain the fallout from the Credit-Anstalt collapse. Not until later, when problems in the German and British economies became acute, did Austrians and speculators exploit the country’s currency and compromise its value. Although some statesmen and historians have pinned Austria’s—and the world’s—economic implosion on financial colonialism, Marcus’s research offers a more accurate appraisal of early multilateral financial supervision and intervention. Illuminating new facets of the interwar political economy, Austrian Reconstruction and the Collapse of Global Finance reckons with the true consequences of international involvement in the Austrian economy during a key decade of renewal and crisis.

Book excerpt: This book presents a comprehensive analysis of the relations between US philanthropic foundations (in particular the Rockefeller Foundation and the Carnegie Endowment for International Peace) and the League of Nations. Generations of students and scholars have learned that the US, having played a key role in the creation of the League of Nations in 1919, did not join the organization and stood aloof from its activities during the whole interwar period. This book questions this idea and argues that, even though the US was not a de jure member of the League of Nations, the financial, human, and intellectual investment of foundations brought about the de facto integration of the US within the League system and also modified the latter’s architecture. The book describes the Americanization of the League and shows how it resulted from three strategies pursued throughout the interwar period: that of US foundations, that of the Secretariat, and that of the US federal government. The book also shows the limits of this Americanization and analyzes the role of the European experts in the coproduction of the postwar international order together with the US government. This book will be of interest to historians and political scientists, as well as undergraduate and graduate students in interdisciplinary programs of international relations.

Book excerpt: In 1918, the end of the First World War triggered the return of Alsace and Lorraine to France after almost fifty years of annexation into the German Empire. Enthusiastic crowds in Paris and Alsace celebrated the return of the 'lost provinces, ' but return proved far more difficult than expected. Over the following two decades, politicians, administrators, industrialists, cultural elites, and others grappled with the question of how to make the region French again. Differences of opinion emerged, and reintegration rapidly descended into a multi-faceted struggle as voices at the Parisian centre, the Alsatian periphery, and outside France's borders offered their views on how to introduce French institutions and systems into its lost borderland. Throughout these discussions, the border itself shaped the process of reintegration, by generating contact and tensions between populations on the two sides of the boundary line, and by shaping expectations of what it meant to be French and Alsatian. Borderland is the first comprehensive account of the return of Alsace to France which treats the border as a driver of change. It draws upon national, regional, and local archives to follow the difficult process of Alsace's reintegration into French society, culture, political and economic systems, and legislative and administrative institutions. It connects the microhistory of the region with the "macro" levels of national policy, international relations, and transnational networks, and with the cross-border flows of ideas, goods, people, and cultural products that shaped daily life in Alsace as its population grappled with the meaning of return to France. In revealing the multiple voices who contributed to the region's reintegration, it underlines the ways in which regional populations and cross-border interactions have forged modern nations.
