It is sudden because Stanton, despite near blindness and immobility, wrote so intently right to the end that editors had supplies of her articles on hand to publish several months after her death. It is sudden because Anthony, at the age of eighty-five, set off for one more transcontinental trip, telling a friend on the Pacific Coast, “it will be just as well if I come to the end on the cars, or anywhere, as to be at home.” Volume VI of this extraordinary series of selected papers is inescapably about endings, death, and silence. But death happens here to women still in the fight. An Awful Hush is about reformers trained “in the school of anti-slavery” trying to practice their craft in the age of Jim Crow and a new American Empire. It recounts new challenges to “an aristocracy of sex,” whether among the bishops of the Episcopal church, the voters of California, or the trustees of the University of Rochester. And it sends last messages about woman suffrage. As Stanton wrote to Theodore Roosevelt on the day before she died, “Surely there is no greater monopoly than that of all men, in denying to all women a voice in the laws they are compelled to obey.” With the publication of Volume VI, this series is now complete.

Teaford explores the development of state government in the United States from the end of the nineteenth century to the so-called renaissance of states at the end of the twentieth. Arguing that state governments were not lethargic backwaters that suddenly stirred to life in the 1980s, Teaford shows instead how state governments were continually adapting and expanding throughout the past century. While previous historical scholarship focused on the states, if at all, as retrograde relics of simpler times, Teaford describes how states actively assumed new responsibilities, developed new sources of revenue, and created new institutions. Teaford examines the evolution of the structure, function, and finances of state government during the Progressive Era, the 1920s, the Great Depression, the post–World War II years, and the post–reapportionment era beginning in the late 1960s. State governments, he explains, played an active role not only in the creation, governance, and management of the political units that made up the state but also in dealing with the growth of business, industries, and education. Not all states chose the same solutions to common problems. For Teaford, the diversity of responses points to the growing vitality and maturity of state governments as the twentieth century unfolded.

During the following two decades, urban reformers would repeat Bryce's words with ritualistic regularity; nearly a century later, his comment continues to set the tone for most assessments of nineteenth-century city government. Yet by the end of the century, as Jon Teaford argues in this important reappraisal, American cities boasted the most abundant water supplies, brightest street lights, grandest parks, largest public libraries, and most efficient systems of transportation in the world. Far from being a "conspicuous failure," municipal governments of the late nineteenth century had successfully met challenges of an unprecedented magnitude and complexity. The Unheralded Triumph draws together the histories of the most important cities of the Gilded Age—especially New York, Chicago, Boston, Philadelphia, St. Louis, and Baltimore—to chart the expansion of services and the improvement of urban environments between 1870 and 1900. It examines the ways in which cities were transformed, in a period of rapid population growth and increased social unrest, into places suitable for living. Teaford demonstrates how, during the last decades of the nineteenth century, municipal governments adapted to societal change with the aid of generally compliant state legislatures. These were the years that saw the professionalization of city government and the political accommodation of the diverse ethnic, economic, and social elements that compose America's heterogeneous urban society. Teaford acknowledges that the expansion of urban services dangerously strained city budgets and that graft, embezzlement, overcharging, and payroll-padding presented serious problems throughout the period. The dissatisfaction with city governments arose, however, not so much from any failure to achieve concrete results as from the conflicts between those hostile groups accommodated within the newly created system: "For persons of principle and gentlemen who prized honor, it seemed a failure yet American municipal government left as a legacy such achievements as Central Park, the new Croton Aqueduct, and the Brooklyn Bridge, monuments of public enterprise that offered new pleasures and conveniences for millions of urban citizens."

Looking at black families, churches, mutual aid societies, and homes for the aged, Knight demonstrates the pivotal role of elders in the history of African American community formation through Reconstruction. Drawing on a wide array of printed and archival sources, including slave narratives, plantation records, letters, diaries, meeting minutes, and state and federal archives, Knight also examines how blacks and whites, men and women, the young and the old developed competing ideas about age and aging, differences that shaped social relations in coastal West and West Central Africa, the Atlantic and domestic slave trades, colonial and antebellum Southern slave societies, and emancipation in the North and South. Black Elders offers a unique window into the individual and collective lives of African Americans, the day-to-day struggles they waged around their experiences of aging, and how they drew upon these resources to define the meaning of family, community, and freedom.

As the first boomtown in the United States, Rochester was an embodiment of nineteenth-century market economies and social reform movements. Connected to the eastern seaboard by the Erie Canal, the city's unique economic, cultural, and environmental conditions fostered and sustained a vast and influential commercial plant nursery industry that attracted the nation's most prominent horticulturists and nurserymen. Rochester-area nurserymen built parks and rural cemeteries, landscaped homes and schools, and promoted horticultural pursuits regionally and nationally. As their influence grew, many of these horticultural entrepreneurs developed into the city's elite and played a leading role in shaping Rochester's economic, social, and physical landscape. Most significantly, nurserymen enthusiastically participated in the American imperial project, selling and distributing fruit, shade, and ornamental trees, shrubs, and flowers across the continent, transforming landscapes and ecologies far beyond New York. The Roots of Flower City tells the remarkable history of Rochester's outsized influence on the homes, estates, towns, and cities of nineteenth-century America as it weathered economic downturns and competition from other regions. One threat, however, proved to be too much to overcome. As Burd details, the spread of the destructive San Jose scale through the transcontinental plant trade prompted federal legislation that would lead to the decline of the Rochester plant nursery industry in the last decade of the nineteenth century, ending a sustained era of success and ecological impact.
