Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem.These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. They also show it is a problem we can influence and that there is a wealth of ideas. The challenge now is to find the right partners to put these ideas into action.

Newsworkers' unions have struggled to protect their members and to reinvent themselves to keep up with the relentless pace of change in the workplace, and recent strikes such as that of Seattle newspaper workers highlight the ongoing challenges. This engaging and accessible book focuses on how the Newspaper Guild the main union for reporters and editors adopted a strategy of labor convergence, joining with other media workers in the large and diverse Communications Workers of America union. McKercher also looks at the nationalism of Canadian newsworkers who instead joined an all-Canadian union similar to CWA and explores a case study on an extreme form of labor convergence in Vancouver. She concludes that while labor convergence is a work in progress, it is a promising development for newsworkers and their unions, helping them adjust to change and perhaps expand into new areas of the communication sector."

The signing of this Convention on 5 July 2006 by two of the world's major financial markets, the United States and Switzerland, shows the relevance of the new treaty. Traditional rules, based on physical transfers and direct holdings, are too diverse and inadequate to deal with securities which are nowadays transferred and pledged by electronic entries to accounts with clearing and settlement systems and other intermediaries. By identifying specific conflict rules, the Hague Securities Convention provides a means to remedy this lack of legal certainty which has characterized for too long the field of security transactions. The Proceedings will enable the financial world, but also legal practitioners and academics to grasp the background and full objectives of this very innovative international instrument.

Book excerpt: The failure of the Textile Workers Union of America to organize its jurisdiction has often been considered the CIO's most critical setback in establishing industrial unionism in the United States. The textile industry had more than 1,250,000 workers, and the massive organizing campaign the CIO launched in 1937 resulted in perhaps the longest, most bitter, and most significant labor-capital clash of the century.In Culture of Misfortune, Clete Daniel integrates many primary sources, including extensive archival records and numerous oral interviews, into his examination of this conflict. He pays close attention to the internal political culture of the TWUA and how it was affected by the dislocation and transformation of the textile industry, the postwar assault on workers' rights, and the risks of activism in the face of the rampant anti-unionism of the South.Daniel explains the inability of the TWUA to match the achievements of CIO unions in other mass-production industries through an analysis both of the internal dynamics of the organization and of the external political, social, and cultural impediments it confronted. He suggests that the multiplying difficulties that beset the TWUA predicted the challenges faced by all industrial unions in the last decades of the twentieth century.

He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect," in which he addressed the scope and content of what was agreed at the 2005 World Summit,the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds." Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story." As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reform in the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.
