The Chairman, René Lavoie, welcomed the participants (Appendix 3), reviewed the Remit for the meeting (Appendix 4), explained the procedure for the meeting, the specific role of scientific referees, industry representatives and observers, and reviewed the agenda (Appendix 5). [...] The Chairman explained that the objective of the meeting was to conduct a thorough peer review of the stock assessment updates presented by biologists-in-charge Steve Smith and Dale Roddick with input from representatives of the Province of Nova Scotia and from the industry. [...] This resulted in all but 0.5 t of the remaining combined quota being taken in SPA 1. The quota in SPA 6 was not lowered in recent years as the biomass declined, with the rational that the economics of the fishery will reduce effort. [...] The combining of the quotas in 2004 appeared to be a way of increasing the SPA 1 quota in mid year. [...] The review was hampered by the lack of working papers, specifically a detailed description of the "revised" model and the background work on selectivity of the survey gear.

[...] A member of the science team responded that this difference is defined already in the Working Paper, with the past 'condition factor' being defined as the ratio of meat weight over the cube of 2 shell height. [...] The science lead emphasized the importance of accurate fishery logs to the success of the stock assessment for the fishery. [...] The science lead clarified that a removal rate of 0.15 was used throughout the rest of the scallop fishery in the Bay of Fundy, with the resource advisor noting that the draft DFO Integrated Fishery Management Plan for the fishery referenced this value for SPA 6. Science indicated that the 3 final version of the Working Paper would be consistent with this and only present values up to the removal [...] The science lead clarified that the analysis that was used only applied to the graphical presentation of the spatial data and did not affect the data incorporated into the model.

In 1998, the management plan for Georges Bank recognized two management areas - Georges 'a', which encompassed the traditional scallop fishing area on the bank, and Georges 'b', which is in the deeper area of the northern edge of the bank where scallop yield is characteristically low.
