Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

Book excerpt: The 2014 Ukrainian crisis has highlighted the pro-Russia stances of some European countries, such as Hungary and Greece, and of some European parties, mostly on the far-right of the political spectrum. They see themselves as victims of the EU “technocracy” and liberal moral values, and look for new allies to denounce the current “mainstream” and its austerity measures. These groups found new and unexpected allies in Russia. As seen from the Kremlin, those who denounce Brussels and its submission to U.S. interests are potential allies of a newly re-assertive Russia that sees itself as the torchbearer of conservative values. Predating the Kremlin’s networks, the European connections of Alexander Dugin, the fascist geopolitician and proponent of neo-Eurasianism, paved the way for a new pan-European illiberal ideology based on an updated reinterpretation of fascism. Although Dugin and the European far-right belong to the same ideological world and can be seen as two sides of the same coin, the alliance between Putin’s regime and the European far-right is more a marriage of convenience than one of true love. This unique book examines the European far-right’s connections with Russia and untangles this puzzle by tracing the ideological origins and individual paths that have materialized in this permanent dialogue between Russia and Europe.
