Book excerpt: This paper contains four distinct parts relating to the preparation for the Second International Conference on Indo-Chinese Refugees held in Geneva in June 1989. The Introduction presents the developments which led up to the decision to convene the Conference, beginning with the foreign ministers meeting of the Association of South-East Asian Nations (ASEAN) in Bangkok in 1988 and a Preparatory Conference in Kuala Lumpur in March 1989. It was during this latter meeting that a draft proposal for a Comprehensive Plan of Action for achieving durable solutions to the region's refugee problem was approved. The second section describes the refugee situation in South East Asia and the 1979 Geneva Meeting designed to establish the basic framework for responding to the exodus of refugees in the region. The breakdown of the system for handling the situation and the lack of a workable range of humane alternatives led, according to the report, to ASEAN's appeal. The third brief section describes the various conferences held and the preparation for the Comprehensive Plan of Action. The fourth section is the Plan itself, which includes a broad framework for attacking the root causes of mass exodus while more firmly establishing international responsibility. The Plan has four major areas: it moves towards a de-coupling of the provision of first asylum from a prerequisite by countries outside the region to large-scale resettlement of Vietnamese; it seeks more regular relationships with Viet Nam regarding departure and return; movements of people out of Viet Nam and Laos are to be handled in a humanitarian manner; the Plan suggests the possibility of alternatives to voluntary return of those who do not meet the criteria for consideration as refugees.

Book excerpt: This June issue deals with Indochinese refugees and the questions which were to be discussed at the International Conference on Indochinese refugees later that month. The agenda included the preservation of first asylum, the legitimacy of deterrence measures, the implementation of eligibility or screening measures, and resettlement as a durable solution. The way in which these questions were treated at the conference would have an impact on refugee issues in other parts of the world. A draft Comprehensive Action Plan, endorsed by 29 governments, was to be presented at the June conference. The plan represented a package in which first asylum was guaranteed in exchange for Vietnamese promises to deter clandestine departures and to accept those not found to be refugees; resettlement countries agreed to expand their quotas. The article provides an overview of the rapid changes in the Indochinese refugee situation and a description of church initiatives in the region. Refugee arrivals from Vietnam have not decreased in spite of the cut-off date of 14 March. In Thailand, Vietnamese refugees are placed in a new camp and have been denied resettlement opportunities. In Hong Kong Vietnamese refugees are kept in prison-like camps and are subject to very long screening procedures; Malaysia has threatened to close Pulau Bidong refugee camp in an effort to stem the flow. Thailand is the only country which provides temporary asylum for Kampucheans and Laotians, and is attempting to reduce the number of refugees. Khao I Dang camp will become a Voluntary Repatriation Training Centre and the 13,000 Kampucheans under UNHCR protection are now being interviewed for repatriation. The Thai government considers the presence of minority ethnic groups from Myanmar as temporary and does not wish to invite UNHCR to assist these refugees. The article concludes by summarising the activities of Hong Kong Christian Aid to Refugees.
