Book excerpt: Two weeks after the United States entered World War II, the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, from December 24, 1941 to January 14, 1942. Working together with senior military leaders from the United States and Great Britain, President Franklin D. Roosevelt and Prime Minister Winston S. Churchill made the initial crucial decisions for the combined war effort at this important meeting. One of these established the Combined Chiefs of Staff, comprising the high-ranking officers who would become the US Joint Chiefs of Staff and their British counterparts. It was this consultative body of top military leaders that would refine the Allied military strategy and approve all significant military decisions for the duration of conflict. The most consequential decision reached at Arcadia was that of “Germany first,” making the defeat of Germany the prime Allied objective. Additionally, plans to invade North Africa, which would come to fruition in November 1942 with Operation Torch, were extensively studied and discussed. Arcadia was the first in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. Book excerpt: The First Washington Conference, codenamed Arcadia, was a secret meeting held in the days immediately following the entrance of the United States into World War II. It was the first meeting between the United States and Britain to determine military strategy. Franklin Roosevelt, Winston Churchill, and their top military advisors spent hours making major decisions that would determine the direction of the Allied war effort. The main achievement of the conference was the “Europe first” decision, declaring that the defeat of Germany was the highest priority. Neither side knew what to expect before this momentous meeting. In Knife‘s Edge Robert C. Stern provides an account of the Battles of the Eastern Solomons and the Santa Cruz Islands, the two pivotal carrier air battles that followed the initial engagements at the Coral Sea and Midway between the U.S. Navy and the Imperial Japanese Navy. Three U.S. aircraft carriers were sunk or badly damaged over the two months following Midway, including USS Enterprise at the Battle of the Eastern Solomons. Had it not been for the fortuitous arrival of USS Hornet at the end of August, the Americans would have been without an aircraft carrier in the South Pacific until Enterprise returned from repairs on 24 October. Roosevelt used the press to a great extent, of course, but as the war progressed, the media also came to influence commanders’ decisions on the battlefield. Rescuing General Douglas MacArthur from the Philippines in deference to public opinion forced the Allies to divide the Pacific War between two competing theaters. Omar Bradley’s concern over US public opinion convinced General Dwight D. Eisenhower to include Americans in the final assault against Axis forces in Tunisia. General George S. Patton Jr. raced across Sicily to gain media attention and British respect. General Mark Clark’s hunger for publicity and the glory of capturing Rome allowed an entire German army to escape destruction. Negative media pressure and the fear of V-1 bombs damaging British morale provided the impetus for the breakout of Normandy and the unsuccessful attempt to liberate the Netherlands in the fall of 1944. British general Bernard Montgomery’s remarks to the press during the Battle of the Bulge almost caused him to lose his command and created tremendous ill feelings among the Allies. Soon afterward, Eisenhower was forced to hold the dangerously exposed city of Strasbourg because of French public opinion. By V-E Day, even Eisenhower was attempting to get more publicity for American, as opposed to Allied, units. The Media Offensive offers a new way to understand military-media relations during World War II. The press and public opinion shaped not only how the conflict was seen but also how it was fought. Alexander Lovelace demonstrates that the US military repeatedly discovered that the best effects resulted from accurate news stories. Truthful news reporting—defined as news reporting that accurately depicts the events it describes—could not be created by the military or even the media but could only emerge through a free press searching for it. Lovelace recasts World War II in a new and unique fashion by placing media and public opinion at the center of battlefield decision-making. Unlike past scholarship on the media during World War II that focused on censorship, propaganda, or the adventure stories of war correspondents, The Media Offensive takes the historiography of war reporting in a new direction. In what could be called “the new history of war reporting,” the focus is switched from how the military controlled reporters to how military decisions were shaped by the press.

In January 1942 the US Eighth Air Force was created and ordered to England, even though it was without men, equipment, or airplanes. This is the story of Brigadier General Ira C. Eaker’s two years with VIII Bomber Command and later as commander of the Eighth, as he worked to grow it into a force capable of striking German targets from above twenty thousand feet. Initially promised one hundred airplanes and the men to fly them, he soon discovered “his” bombers were often diverted to the North Africa and Pacific theaters. Along the way Eaker faced other critical issues, including atrocious weather, heavy casualties, and the absence of escort fighters. Meanwhile, the head of the Army Air Forces, General “Hap” Arnold, clashed with and criticized Eaker for not flying more missions with more airplanes. Ultimately, as the air war unfolded, the war of words behind the scenes continued until the generals reached a point of irreconcilable differences and Arnold relieved Eaker of command. In spite of this, the “Mighty Eighth Air Force” continued to pummel the Germans. Not once, not even in the two absolute worst air battles of the war—the Schweinfurt missions of 1943, each of which cost one of every four bombers and six hundred–plus men for each mission—did the Eighth ever turn back before reaching their target. Not until after the first two years was there a fighter that could escort the heavy bombers, the B-17s and B-24s, even partway into Germany, much less to targets near the Vienna border, and return. The story of the first two years of the “Mighty Eighth Air Force” in many senses presents an even stronger case for heroism, dedication, and simple self-sacrifice than that depicting events in the final seventeen months.
