Of particular concern is the post-Soviet space, which remains in the most difficult process of transformation. The Georgian-Abkhaz conflict, which entered a sharp phase in 1992, was one of the first and most lengthy (1992–2008) international conflicts in the former Soviet Union. Complex factors, such as the deep roots of the confrontation, the great human sacrifices of the political parties during the hostilities, the high degree of defensive involvement of the entire population of Abkhazia, and the asymmetry in the approaches of the parties, all determine the need for an analysis of the nature and the origins and dynamics of the Georgian-Abkhazian conflict. This book identifies the nature and the origins of the Georgian-Abkhaz conflict and the causes of the inefficiency of the official negotiation process, and it evaluates the hypothesis of a possible federalist transformation of the institutions of both Georgia and Abkhazia. In the international panorama, federalism, in fact, is being increasingly considered as an instrument of conflict transformation in the case of conflicts based on cultural diversity and ethnicity.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. This book is a useful corrective to facile thinking about the relationship between the ?global? and the ?local? in the explanation of civil conflict. Neil MacFarlane, Lester B. Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.
