Book excerpt: Pursuant to a congressional request, GAO: (1) examined how well the Army was preparing its reserve general support maintenance units to perform their wartime missions; and (2) assessed actions underway to improve their capability. GAO found that: (1) although 51 of 56 units GAO surveyed had received some missions guidance as of May 1990, 22 units had not received guidance identifying the specific equipment they would be expected to repair during combat; (2) many reserve general support units did not use their limited training time to develop and sustain maintenance proficiency, and between 42 percent and 50 percent of their mechanics were not prepared to perform their wartime tasks; (3) excessive administrative demands, the lack of mission-essential equipment, and the wide geographic dispersion of units from potential repair sources adversely affected the efficient use of reserve units' limited training time; (4) the Army lacked a system to evaluate reserve unit or individual proficiency, and was not aggressively pursuing actions to develop such a system; (5) although the Army implemented such initiatives to improve reserve maintenance capability as a Hands-On Training Program, Regional Training Sites-Maintenance Program, and the Overseas Reserve Maintenance Training Program, they may not ensure the general support maintenance units' preparation for wartime missions; and (6) the Iowa National Guard developed initiatives to measure and track the proficiency of unit mechanics performing general support-level repairs and ensure that certain training weekends are dedicated to primary mission tasks.

Book excerpt: This thesis is a study of the Army National Guard and U.S. Army Reserve (Reserve Components) premobilization training requirements and training time available in which to accomplish them. The original intent of Congress in establishing the post-World War II Reserve Components, the Total Force Policy that places heavy reliance on the Reserve Components, and CAPSTONE related training programs designed to improve Reserve Component readiness are examined to determine if available time resources support training requirements. Data for this thesis were obtained from a myriad of civilian and government sources published over the last eighty years and from interviews with key policymakers in the Reserve Component training community. This study concludes that the Legislated minimum of thirty-eight (nine) training days per year is no longer enough time to accomplish all required training and briefly examines the various categories and costs of extra-training time now being provided to the Reserve Component to conduct wartime-mission planning and training. Several long-term implications of this approach are also examined. Based on study conclusions, six recommendations are made to address the long-term implications of the use of extra-training time by Reserve Component personnel. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: Many of the units the U.S. Army plans to deploy in response to future contingencies are in the Reserve Components (RC). Although all such units would ideally be manned at a wartime state of readiness, in reality this is infeasible. Part of the current mobilization plan, accordingly, is a practice termed 'cross-leveling, ' that is, moving soldiers from one unit to another to ensure that each has enough qualified soldiers for the required jobs. This practice was employed extensively in Operation Desert Shield/Storm, and was regarded as largely successful. But even though cross-leveling can be a cost-effective means to ensure unit deployability, it is not the ideal solution to reserve readiness problems. The greater the reliance on cross-leveling, the less the likelihood that units will have had peacetime individual and collective training adequate to permit cohesive performance of their wartime mission. This project examined the extent of cross-leveling during Desert Shield and Desert Storm, the reasons for it, the likelihood of serious personnel shortfalls in future deployments, and, based on these findings, the types of policies that could enhance the RC's readiness to deal with future contingencies. The analyses make it clear that there are personnel readiness shortfalls worth fixing in the Army RC and that reducing personnel turnover is the key to accomplishing that goal. They also suggest that reducing job turbulence--the tendency of soldiers to switch jobs--is likely to cost less than reducing attrition, but incentives to reduce both types of turnover will be required for many RC units.

To fully achieve a campaign quality Army with joint and expeditionary qualities, the Army must do so quickly while also keeping its reserve components full partners throughout this process. Without ARFORGEN the Army will continue to be seriously challenged or even unable to fulfill its current global force requirements. Fully integrating the Army's reserve components into ARFORGEN is essential and critical for it to succeed. The purpose of this paper is to describe ARFORGEN, discuss some of its critical assumptions related to reserve component (RC) units, and explain what changes are required at the Department of Defense (DOD), Department of the Army (DA), and the individual RC levels so that the Army can fully integrate its RC units into ARFORGEN. This paper details what changes are needed at both the institutional and operational level at DA and DOD. DA institutional change includes improving the structure, equipping, training, manning, and resourcing functions related to RC units. The institutional Army must also synchronize other well-established institutional processes with ARFORGEN. The operational Army must improve communication with the institutional Army, develop robust automation support for all aspects of ARFORGEN, and increase planning horizons to the maximum extent possible for RC units. DOD institutional change needed includes: providing the Army better and timelier mobilization strategic guidance; focusing DOD implementation policy on the long-term requirements needed to fight a long war; focusing less on individual servicemember and RC unit management issues; and providing additional resources to the Army's RCs. DOD operational change includes communicating better with the institutional chain of command and working to establish a well-defined system to manage and execute its joint force provider responsibilities.
