The authors argue that mental health reform efforts need to move beyond a focus on individual recovery to more complex understandings of the meaning of community care. It is our society’s inability to provide inclusive supportive environments which restrict the ability of individuals to recover. This has precipitated a serious overcrowding problem with federal and state prisons currently operating well beyond capacity. Conventional efforts appear unable to cope with the increasing shortage of beds or with inadequate rehabilitation services. A bold solution is required; increasingly it is being seen to reside in the private sector. This timely volume explores the issues of private versus public financing, construction, and management of medium-and high-security prisons.Private prisons are not a new concept in the United States. They have existed in several forms since the eighteenth century. The opening chapters evaluate historical cases of prisons for profit, examining the concerns of labor, abuses of inmates, and the source and resolution of disputes between private and public sectors. These chapters argue that the experience gained through privatization does not justify current opposition from civil libertarians or labor unions.Chapters dealing with the modern contracting out of complete management and limited services document the growing trend toward privatization and instances of public/private partnership in prison industries.The assembled evidence indicates clearly that privately run prisons have shown significant cost savings and good quality of provision for prisoners while still being profitable. However, the authors caution that these promising results must be reinforced by public safeguards in the contracting stage and monitoring to assure good service and security. With the American prison system in disarray, the public interest demands that government look beyond the public or private identity of those who wish to provide correctional services and focus instead on who can provide the best services at a given cost. It is essential to state that correctional services should attain several objectives and not merely cost minimization. The analysis and recommendations presented here will aid in the task. Many large U.S. cities have contracted services for many years. With the movement to rightsize governments in recent years there has been renewed interest by local governments in similar ventures. Privatization, in its many forms, is now seen as a viable alternative to traditional ways of providing public services and can bring substantial benefits to residents. With greater accountability being demanded and pressures on local officials to hold the line on or reduce taxes, efforts to find innovative service delivery methods will probably increase. Cities, such as Atlanta, Indianapolis, and Charlotte, are examples showing that contracts with private businesses can work to benefit all parties. Local officials must move ahead cautiously, and not all attempts at privatization or contracting have succeeded. Some cities, after an evaluation, have decided to provide services with municipal employees. The main issues underlying privatization decisions will be addressed conceptually so that practitioners and academics benefit from a review of the current thinking on the issues. At the same time, exemplary practices and case studies are included so that readers can understand how privatization and managed competition have been implemented in local governments. Special attention is paid to administrative questions that may arise during the implementation process. For example, ways in which cities have worked with employees who fear displacement because of the privatization process are described. The book breaks new ground by including references to recent innovations in public-private partnerships and describing how privatization may evolve in the future.

For the last eight years an international team from Germany, Sweden, Norway, the UK, the US and Canada have been searching for promising practices that treat residents, families and staff with dignity and respect in ways that can also bring joy. While we did find ideas worth sharing, we also saw a disturbing trend toward privatization. Privatization is the process of moving away not only from public delivery and public payment for health services but also from a commitment to shared responsibility, democratic decision-making, and the idea that the public sector operates according to a logic of service to all. This book documents moves toward privatization in the six countries and their consequences for families, staff, residents, and, eventually, us all. None of the countries has escaped pressure from powerful forces in and outside government pushing for privatization in all its forms. However, the wide variations in the extent and nature of privatization indicate privatization is not inevitable and our research shows there are alternatives.
