Book excerpt: The idea for this book began in Sofia, Bulgaria in September, 1992 when we met to plot a course for our University Affiliations project which had been recently funded by the U.S. Infonnation Agency. We believed that worldng on the book would provide valuable learning experiences for all the cooperators, and that the book itself would make a useful contribution to understanding the economic transition process and its policy implications. We recognized that a project of this nature would require the skills and knowledge of many people. To those 34 additional contributors to this volume, and to the many other friends, colleagues, and experts who gave generous advice, we give our sincerest thanks. We also acknowledge with thanks the support of several organizations to a reality. Much of the that transfonned this book from an idea research reported here was a major part of an educational project funded by the University Affiliations Program of the U.S. Information Agency. The project linked the University of California, Berkeley, Wye College of London University, and the Research Institute of Agricultural Economics, Sofia, in a cooperative effort to improve the quality of policy analysis. The research provided hands-on experience necessary for effective teaching in this area.

Book excerpt: Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

Zvi Lerman and Astghik Mirzakhanian, two principal contributors to the design of the study, present their invaluable insight into the rapid land reform strategy implemented in Armenia. Unique among the former Soviet Republics, the entire agricultural sector of this country shifted from collective, large-scale, farm enterprises to individual production in 1992. The authors pay special attention to the commercialization of private farms and their access to supply and marketing channels outside the old state-controlled system. Family incomes from farming and off-farm sources are discussed, as well as problems of rural social services and social infrastructure. The authors demonstrate how official statistical measures and record keeping practices in Armenia do not adequately account for this dramatic transition.

Book excerpt: The rural reforms in many post-soviet countries produced a number of unintended consequences. The reforms were guided by ideals of romanticized society of family farmers; they were to be the basis of the rural middle-class, together with owners of non-agricultural SME’s, acting as guardians of democracy and common good. The guidelines were set by advisers from World Bank and IMF, who preferred family farms or individual farms over the collective enterprises. In most countries the result was nothing like those envisaged by reformers. Instead of efficient and productive family farms, the result was almost complete de-capitalization of agriculture and collapse of production. The reform was destructive not only as far as production is concerned, but more importantly to rural communities. Social ties, which were based on the collective farm as the main economic and social resource for local community, were eroded. Only from the turn of this decade some early stages have been visible of new developments in economic and social life in post-socialist rural areas. The result is that now, more than fifteen years since the beginning of agricultural reforms, the key agricultural producers in Russia, Baltic countries and elsewhere are very large capitalist farms or large agricultural holding companies. This anthology is based on the presentations given at the 5th Aleksanteri Conference 10 – 11 November 2005 in Helsinki, Finland, and it is devoted to the analysis of some of these issues. The volume is divided into two parts, in the first part the focus is on the patterns and problems of transformation of post-socialist agriculture and agricultural policies while the second part is focuses mainly on efforts to revitalize rural communities and issues of local development.

Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendations more credible and relevant. The survey findings in this volume will provide a platform for useful policy discussions with this country's government and supply international donors that are active there with essential information to design their strategic programs.

Today, more than half a trillion US dollars are spent by some governments to support farmers, while other governments impose regulations and taxes that hurt farmers. Some policies, such as price regulations and tariffs, distribute income but reduce total welfare by introducing economic distortions. Other policies, such as public investments in research, food standards, or land reforms, may increase total welfare, but these policies come also with distributional effects. These distributional effects influence the preferences of interest groups and in turn influence policy decisions. Political considerations are therefore crucial to understand how agricultural and food policies are determined, to identify the constraints within which welfare-enhancing reforms are possible (or not), and finally to understand how coalitions can be created to stimulate growth and reduce poverty.
