This study examines the structure and trends of energy demand in China, India, Indonesia, the Republic of Korea, and Thailand. Chapters focus on energy efficiency and conservation in the industrial, transportation, household, and electric power sectors. Quantitative analysis is used to estimate key income, price elasticities, and energy demand for the next 10 to 12 years. The report evaluates possible energy conservation efforts. The authors provide a brief description of those countries' energy reserves, energy trade and production, and energy consumption by sector. They also make frequent reference to the ways in which Japan has succeeded in improving energy conservation in the various sectors.

Chile was the first to attempt to modernize its water sector with new legislation passed as early as 1988. By 1991, both Argentina and Mexico were beginning to conduct a series of experiments with private sector participation (PSP). In a second wave, Peru, Colombia, and Bolivia enacted ambitious new legislation in the mid-1990s, and during the second half of the decade, reform began to take root in Brazil and Central America. By the end of the 1990s, nearly all countries had completed reforms, had major reforms in process, or were actively considering reforms.

We find that challenges remain in tariff design, service quality, financial health of the sector, and in governance issues related to a lack of coordination between the level of decentralization of the regulation and management of the sector. Finally, the paper provides with a review of the related empirical literature.
