An interdisciplinary study drawing from labor history, communication studies, and the history of ideas, this book shows how decades-old conflicts within the newspaper industry helped shape not just the social crises from which Peronism emerged, but the very nature of the Peronist experiment as well.

It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the "Velasquez Rodriguez" case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. Book excerpt: The Inter American Press Association (IAPA) has been a pioneer in the concept of an inter-American professional, independent, and self-sufficient pressure group that acts on its own initiative and subsists on its own resources. This study first traces the development of IAPA from the initial meeting in 1926 through the mid-1940’s, when a small group of dedicated Latin American and United States journalists began the fight to wrest the IAPA from the control of government lackeys and Communist agents. Previously scarce accounts of the early annual meetings, often noisy and disorganized and sometimes violent, give the reader an insight into the problems and animosities faced by the democratically oriented members. Mary A. Gardner then describes a reorganization in 1950, after which IAPA actively fought for the freedom of newspaper workers tyrannized by Latin American dictators, such as Argentina’s Perón, Colombia’s Rojas Pinilla, Cuba’s Batista, and the Dominican Republic’s Trujillo. Even while IAPA was fighting for freedom of the press it began several services for its member newspapers: It set up a circulation auditing service, created a scholarship fund, undertook a newsprint study, and established a technical center. It also began the administration of the Mergenthaler Awards—prizes awarded yearly to outstanding Latin American journalists. Gardner also analyzes the merits of IAPA, basing her conclusions on data obtained from her own observations, from letters written by others long associated with operations of the organization, and from interviews with Latin American and North American journalists. She concludes that IAPA apparently surmounted the barriers of nationalism, of cultural and political differences, and of personal prejudices, thus succeeding in its attempt to unite its members in the fight for freedom of the press and for the propagation of democracy in the hemisphere.

Book excerpt: Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music. This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects. The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader. Ranging in approach from environmental history to labor history, the essays in this volume present a complex picture of twentieth century populism in Mexico.

In the four decades following its independence form Spain in 1898, Cuba adopted the most progressive legislation for women in the western hemisphere. K. Lynn Stoner explains how a small group of women and men helped to shape broad legal reforms: she describes their campaigns, the version of feminism they adopted with all its contradictions, and contrasts it to the model of feminism North Americans were transporting to Cuba. Stoner draws on rich primary sources—texts, personal letters, journal essays, radio broadcasts, memoirs from women’s congresses—which allow these women to speak in their own voices. In reconstructing the mentalité of Cuban feminists, who came primarily from a privileged social status, Stoner shows how feminism drew from traditional notions of femininity and a rejection of gender equality to advance a cause that assumed women’s expanded roles were necessary for social progress. She also examines the values of the progressive male politicians who supported feminists and worked to change Cuban laws.
