Contains extended lesson transcripts for re-analysis. The five studies in this book span the tumultuous period from the mid 1980s to the mid 1990s. This was a time when the dominant educational ideas and practices of the previous two decades were being questioned and primary teachers were being catapulted from the Plowden era into the very different ethos of the National Curriculum. The first four studies portray the ideas, practices and dilemmas of primary teaching at different points during this period. They also exemplify different approaches to classroom research, though all of them stay close to the interactions between teacher and child which are central to learning. They thus raise educational questions which are perennial and fundamental, rather than tied to policy or fashion. The final study uses a broader brush to provide a historical framework for understanding the particular blend of change and continuity which characterises English primary education as a whole.

In India’s rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom’s book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations— much as a nonpoisonous snake mimics the look of a poisonous one. Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today’s world.

The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

While such efforts have been realized in many developing countries, it is a major challenge in most developing countries, especially in Africa following the attainment of independence. This book focuses on the influence of donor agencies in setting for the development of education in Africa leading to the preliminary interventions by different African English countries through the provision of free primary education. It is noted that most of the countries which introduced fee remission through free primary education experienced massive enrollments as many children from disadvantaged groups took advantage of the policy intervention to send their children to school. However, the push for it came to be identified with increasing deterioration in the quality of primary education right from the provision of physical facilities, teaching and learning materials, deployment of teachers, performance and transition from primary to secondary education. The quality of infrastructure and teaching and learning materials were in a deplorable state, especially in the rural areas, where such enrollments were well above the official recommended number of pupils per classroom. It proceeds to provide an interesting and easy to read accounts of the development of universal primary education in selected countries analyzing successes and challenges. Among the key challenges identified in the implementation of the UPE policy include; the lack of adequate planning, financing, inadequate infrastructure, and the HIV/AIDS scourge. On the basis of the above challenges, it is important that policy measures are put in place to improve the quality of primary education in many countries"--

They represent almost 40% of all primary school-aged children. This situation has come to be called the global learning crisis and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.
