Book excerpt: Los presupuestos con perspectiva de género (PSG) emergen como experiencias innovadoras a finales de los años 80, cuestionando la supuesta "neutralidad de género" atribuida a la política fiscal y a los presupuestos públicos. En América Latina, las primeras iniciativas surgen en 1997 y desde entonces se han desarrollado de forma creciente lideradas por una gran diversidad de actores, entre los que se encuentran:, gobiernos nacionales y locales, asambleístas organizaciones de mujeres y feministas o instituciones académicas e internacionales. Esta tesis surge como resultado del trabajo desarrollado por su autora como parte del Programa Regional de Presupuestos Sensibles al Género y Participación Ciudadana de UNIFEM/ONU Mujeres en América Latina. Tras 10 años de acompañamiento a un importante número de iniciativas de PSG, fue posible constatar que, lo que comenzaron siendo propuestas experimentales para integrar la dimensión de género en el presupuesto público, en algunos casos acabaron por consolidarse y constituirse en prácticas regulares vinculadas al proceso presupuestario. Es decir, se institucionalizaron. En consecuencia, partiendo de la hipótesis de que las iniciativas de PSG en América Latina se han convertido en motores del cambio institucional, esta investigación se plantea como objetivo identificar y analizar aquellas experiencias llevadas a cabo durante el periodo 1997-2012, profundizando en las fuerzas y actores que contribuyeron, de forma más significativa, a la institucionalización de los PSG en la región. Latin American countries have undertaken diverse gender budgeting initiatives, most of them addressing public expenditures. This paper surveys and assesses some key initiatives, including those in Mexico, Mexico City, Ecuador, Bolivia, and El Salvador, and briefly summarizes others. The five key initiatives offer different perspectives on how countries approach gender budgeting. We find that these initiatives are contributing to the reduction of gender inequality and the advancement of women in Latin America, though there is scope to strengthen them.

Focusing on the “Pink Tide” in eight national cases—Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay, and Venezuela—the contributors evaluate how the Left addressed gender- and sexuality-based rights through the state. Most of these governments improved the basic conditions of poor women and their families. Many significantly advanced women's representation in national legislatures. Some legalized same-sex relationships and enabled their citizens to claim their own gender identity. They also opened opportunities for feminist and LGBT movements to press forward their demands. But at the same time, these governments have largely relied on heteropatriarchal relations of power, ignoring or rejecting the more challenging elements of a social agenda and engaging in strategic trade-offs among gender and sexual rights. Moreover, the comparative examination of such rights arenas reveals that the Left's more general political and economic projects have been profoundly, if at times unintentionally, informed by traditional understandings of gender and sexuality.
