Following, as it has, immediately upon the reconstruction of educational ideals and standards which marked the past two decades, this war change has added the last touches to an academic condition so new to us as still to seem largely unfamiliar. Before our entrance into the world war we already realized the presence of a swift current of innovation, carrying collegiate education into uncharted seas of activity. Since April, 1917, this current has become a rushing torrent, sweeping before it all the old traditional landmarks from shores hitherto untouched by change. The curriculum, the semester division, the customs of student life, whole departments of learning - all these have been torn from their moorings and floated off into a remoteness from which, in their old form, they may never return. It is difficult, while living in the midst of such changes, to view them in their proper perspective. This volume can at best claim to be but a contemporary account of the conduct of higher education during the war period. It is perhaps impossible to draw from all the rapidly crowding events of the past two years the certain conclusions which a longer interval and a maturer study will allow. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: For many years there has been carried on in the United States by various national and State organizations a vigorous agitation for a clearer definition and improvement of standards in higher and professional education. Committees and commissions have labored and reported. Sometimes these reports have been published and given wide circulation; in other cases they have been quite inaccessible to persons engaged in the study of educational standards. The need for a comprehensive and judicious discussion of the development of standards in education has been keenly felt and often expressed by individual institutions, and licensing or standardizing agencies, such as State boards of education and of medicine. The history of the work of the American Medical Association and of the Carnegie Foundation for the Advancement of Teaching, for example, in elevating the standards of medical education is illuminating for all who are concerned with the process of bettering educational standards, no matter what the particular field of their effort may be. Among the organizations laboring for this definition and improvement of standards in large sections of the country or in the whole Nation are the National Association of State Universities, the Association of American Agricultural Colleges and Experiment Stations, the Association of American Universities, Association of American Medical Colleges, the North Central Association of Colleges and Secondary Schools (typical of sectional associations), and the National Conference Committee on Standards of Colleges and Secondary Schools. The information presented in this bulletin is pertinent to matters now much discussed by educational workers, and it contributes valuable information in permanent form for establishing a better perspective and for mapping out further progress. The bulletin is divided into nine chapters, as follows: (1) Present standards of liberal arts colleges; (2) Standards of theological schools; (3) Standards of medical schools; (4) Standards of law schools; (5) Standards of schools of engineering; (6) Standards of schools of dentistry; (7) Standards of schools of pharmacy; (8) Standards of schools of fine arts and music; and (9) Standards of universities. It cannot properly be called business training, it is merely clerical training. While this kind of training may have satisfied the requirements in the past, and while there may continue to be a certain demand for it in the future, I believe the time has arrived when the American commercial school Should cease to be a purely clerk factory and educational repair shop, and should assume the duties and position of a real business training school. In order to do this it must raise the standards, broaden and deepen its course of study and lengthen its time requirement. Its present standards both for admission and graduation are too low, its course of study too narrow and shallow, and its time requirement too short. It is useless to expect to attract and hold high-grade students with low-grade standards, or thoroughly to train young people for the duties of busi ness life with the present course of study, and in the time now given to this work. The preparation for business life ought to be as thorough as for professional life, and I believe that the time is not far distant when it will be. It should be said, and in the same sense, of the gradu ates Of our commercial schools as it is said of the graduates of our best technical schools, viz., 'that the business world not only finds that it can afford to employ them, but that it cannot afford not to employ them.' An average of the requirements to enter the colleges represented in the hook will admit a student to the Freshman class of any college or university not named - so that it becomes a chart of universal application to the colleges of the United States. A thorough knowledge of the Latin and Greek Grammar, including prosody, is required to enter the classical course of any good college, and marked proficiency in the common English branches - especially grammar or language - is insisted upon for entrance to both classical and scientific courses. In addition to the two general courses, classical and scientific, most of the colleges have a Latin scientific course, for entrance to which French or German is substituted for Greek. The State universities and many of the others have, also, courses in Civil Engineering, Mining Engineering, and in Architecture and Design. Most of the colleges now furnish, in the last two years of the classical and scientific courses, a wide range of polytechnic studies, from which students may generally select.
