BDE-BSTS, a set of functional area training packages for brigade level staff officers, is a combination of text and computer based instruction (CBI). Sponsored by the Defense Advanced Research Projects Agency (DARPA), the BDE-BSTS was developed for use by the U.S. Army National Guard (ARNG). The prototype BSTS comprised 13 courses for training brigade staff officers in individual functional areas and those tasks required to prepare staffs for collective battle staff tasks. The BSTS program, sponsored under the DARPA program umbrella of Simulation in Training for Advanced Readiness (SIMITAR), is coordinated with three other programs: Simulation Based Mounted Brigade Training Program (SIMBART), Simulation Based Multiechelon Training for Armor Units (SlMTA), and Combat Service Support (CSS) Training System Development for the National Guard."--DTIC.

The doctrine in this document is authoritative, but not directive. Air Force capabilities, to include people, weapons, and support systems, can be used across the range of military operations at the strategic, operational, and tactical levels of war. This document discusses the fundamental beliefs that underpin the application of the full range of Air Force air, space, and information capabilities to accomplish the missions assigned by the President and the Secretary of Defense.

To do so, during all major conflicts, the Air Force has set up temporary Forward Operating Locations (FOL) to support their mission. Due to the shift in the nature of the war from initial conventional to insurgency, not since the Vietnam War has forward-deployed Air Force basing been enveloped within a violent insurgency environment. This paper addresses the major planning and capability shortfalls experienced during the development of the Air Force FOL network within Iraq beginning in June 2003. It will also review logistics challenges created by failures to upgrade outdated support systems and the deficiencies in training and equipping our Airmen for working and living in a combat environment. Finally, solutions are identified to resolve issues experienced during Operation IRAQI FREEDOM and to help transform today's Air Force into a more rapidly deployable and capable force to counter tomorrow's adversary.
