Global momentum is building to reduce greenhouse gas emissions. So far, so good. The less happy news is that Earth's temperatures will continue to rise for decades. And evidence shows that climbing temperatures are already having serious consequences for vulnerable people and regions through droughts, extreme weather, and melting glaciers. In this book, climate experts Michael Mastrandrea and Stephen Schneider argue that we need to start adapting to climate change, now. They write that these efforts should focus primarily on identifying the places and people most at risk and taking anticipatory action—from developing drought-resistant crops to building sea walls. The authors roundly reject the idea that reactive, unplanned adaptation will solve our problems—that species will migrate northward as climates warm, and farmers will shift to new crops and more hospitable locations. And they are highly critical of “geoengineering” schemes that are designed to cool the planet by such methods as injecting iron into oceans or exploding volcanoes. Mastrandrea and Schneider insist that smart adaptation will require a series of local and regional projects, many of them in the countries least able to pay for them and least responsible for the problem itself. Ensuring that we address the needs of these countries, while we work globally to reduce emissions over the long term, is our best chance to avert global disaster and to reduce the terrible, unfair burdens that are likely to accompany global warming.

Cities consume 75% of the world's energy and emit 80% of the world's greenhouse gases. Changing the way we build and operate our cities can have major effects on greenhouse gas emissions. Fortunately, communities across the U.S. are responding to the climate change problem by making plans that assess their contribution to greenhouse gas emissions and specify actions they will take to reduce these emissions. This is the first book designed to help planners, municipal staff and officials, citizens and others working at local levels to develop Climate Action Plans. CAPs are strategic plans that establish policies and programs for mitigating a community's greenhouse gas (GHGs) emissions. They typically focus on transportation, energy use, and solid waste, and often differentiate between community-wide actions and municipal agency actions. CAPs are usually based on GHG emissions inventories, which indentify the sources of emissions from the community and quantify the amounts. Additionally, many CAPs include a section addressing adaptation-how the community will respond to the impacts of climate change on the community, such as increased flooding, extended drought, or sea level rise. An earth science workforce will be needed to deal with this issues and it\'s important that this workforce draw on the talents of all citizens. Thus, federal education programs can be implemented to help attract and retain students on an earth science pathway; however, tight funding means agencies need to invest in programs that actually work. As a result, the U.S. Geological Survey (USGS) Office of Science Quality and Integrity asked the National Research Council (NRC) to establish a committee to carry out a study, organized around a workshop, to address several tasks including: examining recent earth science education programs with a research or training component, both formal and informal, in these federal agencies; indentifying criteria and the results of previous federal program evaluations, and summarizing the knowledge and skills identified in recent NRC workforce reports that are needed by earth scientists in their careers. Preparing the Next Generation of Earth Scientists: An Examination of Federal Education and Training Programs presents the committee\'s finding. The investigation was completed through information provided by federal agency managers and published articles and reports. A 2-day workshop was also held to examine federal earth science education programs and efforts to leverage resources. It is very likely caused by the emission of greenhouse gases from human activities, and poses significant risks for a range of human and natural systems. And these emissions continue to increase, which will result in further change and greater risks. America's Climate Choices makes the case that the environmental, economic, and humanitarian risks posed by climate change indicate a pressing need for substantial action now to limit the magnitude of climate change and to prepare for adapting to its impacts. Although there is some uncertainty about future risk, acting now will reduce the risks posed by climate change and the pressure to make larger, more rapid, and potentially more expensive reductions later. Most actions taken to reduce vulnerability to climate change impacts are common sense investments that will offer protection against natural climate variations and extreme events. In addition, crucial investment decisions made now about equipment and infrastructure can "lock in" commitments to greenhouse gas emissions for decades to come. Finally, while it may be possible to scale back or reverse many responses to climate change, it is difficult or impossible to "undo" climate change, once manifested. Current efforts of local, state, and private-sector actors are important, but not likely to yield progress comparable to what could be achieved with the addition of strong federal policies that establish coherent national goals and incentives, and that promote strong U.S. engagement in international-level response efforts. The inherent complexities and uncertainties of climate change are best met by applying an iterative risk management framework and making efforts to significantly reduce greenhouse gas emissions; prepare for adapting to impacts; invest in scientific research, technology development, and information systems; and facilitate engagement between scientific and technical experts and the many types of stakeholders making America's climate choices.

It is intended to provide a consolidated resource for transportation practitioners to be able to more readily consider CBAs as a tool in their investment-decision making processes when considering different climate and extreme weather adaptation alternatives. This report has additional resources, including a web-only document NCHRP Web-Only Document 271: Guidelines to Incorporate the Costs andBenefits of Adaptation Measures in Preparation for Extreme Weather Events and Climate Change, a Power Point presentation that describes the research and the results, a spreadsheet tool that provides an approximate test to see if it would be cost-effective to upgrade assets to the future conditions posed by climate change, and a spreadsheet tool that uses existing conditions without climate change only to calculate the new return period for future conditions with climate change.
