The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Climatic and other environmental hazards and anthropogenic risks, coupled with weak and wavering capacities, severely impact the ecosystems and Nature’s Contributions to People (NCP) and, thereby, to human well-being. Long-term resilience building through disaster risk reduction and integrated adaptive climate planning, therefore, has become a key priority for scientists and policymakers alike. Nature-based Solutions (NbS) is a cost-effective approach that utilizes ecosystem and biodiversity services for disaster risk reduction and climate change adaptation, while also providing a range of co-benefits like sustainable livelihoods and food, water and energy security. This book discusses the concept of Nature-based Solutions (NbS) – both as a science and as art – and elaborates on how it can be applied to develop healthy and resilient ecosystems locally, nationally, regionally and globally. The book covers illustrative methods and tools adopted for applying NbS in different countries.
