Book excerpt: Under European Directives, all member states are required to install 'intelligent metering systems' - smart meters - to at least 80% of domestic electricity consumers by 2020. The UK Government has opted for a more challenging programme, with plans for energy suppliers to install smart electricity and gas meters in all homes and smaller non-domestic premises in Great Britain by 2019. The Department estimates that the smart meters programme will cost some £11.7 billion. This large complex programme requires replacing around 53 million gas and electricity meters, with significant uncertainties over the estimated costs and benefits involved. Installation costs will be borne by consumers through their energy bills, but many of the benefits accrue in the first instance to energy suppliers. No transparent mechanism presently exists for ensuring savings to the supplier are passed on to consumers, and the track record of energy companies to date does not inspire confidence that this will happen. There remain significant uncertainties in a number of key areas in the programme and the Department needs to address these by conducting proper trials to identify and manage the risks associated with an IT project involving such a substantial amount of money which is financed by individuals as consumers. The Department needs to ensure that the vulnerable, those on low incomes and those who use prepayment meters also benefit from smart meters. It would be unacceptable if these consumers bore the costs of smart meters through higher charges without getting a share of the potential benefits.

Book excerpt: There are major risks the Department of Energy and Climate Change must address to achieve value for money from its £11.3 billion national programme to install 'smart' electricity and gas meters in all homes and smaller non-domestic premises in Great Britain from 2014 to 2019. Smart meters provide consumers with detailed information on their energy use and can enable energy suppliers to provide a wider range of off-peak tariffs as well as allowing suppliers to collect meter readings remotely. The cost of installing smart meters in every home and smaller non-domestic premise and the associated communications technology will be borne by energy suppliers, passing on the costs and efficiency savings to their customers. Uncertainties remain over the cost of the programme, and the Department still has to develop a specification for the central data and communications system. The Department estimates the economic benefits at £18.6 billion between 2011 and 2030 (achieving a discounted net benefit of £7.3 billion). However, there is uncertainty about the extent to which smart meters will result in changed energy use by consumers over a sustained period. Other risks that the NAO has highlighted are that there is very little contingency time to address the risk that design approvals, procurement and testing take longer than planned; that the system will have to be flexible enough to minimize the risk of future obsolescence; and that the Department has more work to do on the security of the system.

Nevertheless, most countries so far have not seen a comprehensive smart meter rollout. A key economic obstacle to a market-driven rollout is the fragmentation of benefits among multiple stakeholders, which disperses investment incentives. In this article we investigate how to best overcome this investment barrier by analyzing three distinct smart meter market structures. A key parameter for the analysis is the recognition that the smart meter market is multi-sided, making it essential to consider its peculiar characteristics. Our qualitative analysis indicates that a combined smart meter and grid operator, with a regulatory setup that permits the socialization of smart meter investment costs among all electricity consumers, is best suited to implement a market-driven smart meter rollout.

Book excerpt: Mass roll-out of smart-meters is due to take place between 2015 and 2020, and will see energy companies install approximately 53 million smart meters. DECC estimates that roll-out will cost around £12.1 billion and deliver benefits of £18.8 billion. Projected benefits include accurate billing, easier switching, energy and bill savings for consumers, and operational savings for energy suppliers. Smart meters could also facilitate the creation of a smart grid that will help to balance peaks and troughs in electricity supply and demand, but the extent to which they will do this is unclear. DECC, Ofgem and some energy suppliers have suggested that competition in the market will ensure that costs are kept down and that benefits are passed on to consumers through lower energy prices, but the energy market may not be sufficiently competitive to ensure this is the case. Consumer acceptance of and engagement with smart metering is crucial to the success of roll-out. DECC and Ofgem have taken to ensure that consumers will receive advice about smart meters and energy efficiency when the meters are installed. However, the benefits of receiving this information may be lost or significantly reduced if there are gaps in communications coverage. Suppliers should also not be pressed to roll-out earlier versions of smart meters now if they prefer to wait for a version that fully meets the technical specifications. DECC should retain some flexibility in the new timetable, which should be driven by engineering and infrastructure requirements and the need to avoid cost escalation

Book excerpt: The costs of installing 53 million smart meters will be borne by consumers through their energy bills and will cost around £215 per home or small business over the next 5 years to install the meters. Despite consumers footing the bill, they can on average make a saving of only 2% on the average annual bill of £1,328 by the time the roll out is complete. The Department is relying on the consumer becoming more "savvy" in making decisions about using energy and is depending heavily on assumed competition in the energy industry to control costs and deliver benefits. However, Ofgem's referral of the energy market to the Competition and Markets Authority reflected serious concerns about the lack of real competition in the industry. DECC should require suppliers to provide a clear breakdown for consumers of the cost of smart meters, their operational cost savings from stopping meter readings and whether consumers are achieving the expected reductions in energy consumption. DECC must especially ensure vulnerable and low income households get the benefits available from smart meters. DECC also needs to ensure that smart meters are fully interoperable so that customers can switch easily between suppliers and that suppliers don't replace meters unnecessarily when customers switch. Some aspects of the Programme could be out-of-date by the time it is rolled out. Evolving technology suggests that customers could receive the information on their smart phones, making the in-home display redundant. Consumers will have to pay for them even though they might already be out of date

Studies have shown that it is possible to extract appliance usage information through non-intrusive load monitoring methods. This data can be used by third-parties for unwanted activities like targeted marketing, home invasion, etc. It is postulated that the data leakage will be minimum when the power flow from/to the grid is piecewise linear. To achieve linearity, the use of energy storage systems is investigated. Energy storage systems (ESS) are being increasingly used by customers having solar energy production. In this project, an algorithm for the energy management unit (EMU) to control the ESS is proposed which maintains piecewise linearity. Two types of users are considered for the study: 1. user who injects excess energy to the grid 2. user who does not (or is not allowed by law) to inject power to the grid. The effect of the algorithm on both users is studied. The minimum capacity of ESS for data leakage prevention is analysed for both cases. Data from four different households is used in different combinations to obtain the mean capacity required. Using this data, an equation is formulated for the minimum capacity of ESS required to maintain linearity in power flows. The second part of the study is to understand how people perceive smart meter privacy issues and how much they are willing to spend for mitigating privacy breaches. The survey is done in Sweden. Sweden was the first European country to have 100% smart meter roll-out. In 2020, the smart meters installed during the first roll-out will reach their economic lifespan. Hence, the country is preparing for a second-generation mass roll-out of smart meters. The perception of people regarding smart meters is identified from two perspectives. First, the consumers are directly surveyed for estimating their awareness of smart meter privacy problems and their willingness to invest in technologies that prevent such issues. Second, different stakeholders in smart metering are surveyed regarding their experience during first and second roll-out. The methods currently employed to safeguard consumer data is also explored during the second survey.
