Book excerpt: For nearly 40 years, the federal government has helped provide early childhood development for children of low-income families through Head Start and other programs. This study examined how Georgia, New Jersey, New York, and Oklahoma expanded their preschool programs for at-risk students to serve more children, focusing on: how programs were designed and funded; potential implications of these program features for children's participation and other programs that served 4-year-olds; and outcome data that had been collected on participating children and families. Researchers reviewed program information and interviewed state officials, local education program officials, Head Start grantees and directors of large child care facilities during site visits to the four states. They also reviewed selected data on child care availability in these states and the nation. Expanded programs in the four states had some similarities in design features. For example, they were offered at no direct cost to parents, regardless of family income, and each state incorporated some level of collaboration with community-based providers such as Head Start and large child care facilities. Some key differences in design features also existed. Georgia and Oklahoma had statewide programs providing prekindergarten services to over half of their 4-year-olds, while New York's and New Jersey's programs were more geographically targeted. States and school districts also varied in teacher qualifications, percentage of prekindergarten children served by community-based providers, funding methods, and amount of funding per child. Some program features had potential implications for participation of children and for early childhood programs. None of the four states required providers to transport all children to and from the program, and many children were enrolled in half-day programs. There were few data for determining the impact of state prekindergarten expansion on availability or price of child care. Some data were available on outcomes for participating children, but less was known about impacts on families. None of the four states had measured effects on families, such as parents' work effort. Book excerpt: Questions have been raised about whether parents with limited English proficiency are having difficulty accessing child care and early education programs for their children. Research suggests that quality early care experiences can greatly improve the school readiness of young children. GAO was asked to provide information on: (1) the participation of these children in programs funded through the Child Care and Development Fund (CCDF) and Head Start; (2) the challenges these families face in accessing programs; (3) assistance that selected state and local entities provide to them; and (4) actions taken by the Department of Health and Human Services (HHS) to ensure program access. To obtain this information, GAO analyzed program and national survey data, interviewed officials in 5 states and 11 counties, held 12 focus groups with mothers with limited English proficiency, and interviewed experts and HHS officials. GAO recommends that HHS help states explore cost-effective ways of collecting data on the primary language of CCDF subsidy recipients and that HHS develop means of reviewing how states provide access to CCDF subsidies. In comments, HHS generally agreed with the recommendations and provided additional information on its actions and plans to implement them. Book excerpt: This report discusses the services disadvantaged children need to prepare for school, the extent to which they receive these services from early childhood centers (defined as providing child development, parent, and health and nutrition services), and the reasons early childhood centers may not deliver all the services these children need. Chapter 1 describes the objectives, scope and methodology of the study and the funding of early childhood programs by federal and state governments. Chapter 2 discusses the full range of services needed to prepare children for school: developmentally appropriate, high quality services; parent services and health care and nutrition services. Chapter 3 presents two reasons why most disadvantaged children do not receive these services: they do not attend early childhood centers, and, if they do attend early childhood programs, the centers that they attend may provide only limited services. The limited number of places available in the centers, limited subsidies, and narrow program missions are discussed in chapter 4 as barriers which impede centers' efforts to provide services to disadvantaged children. The last chapter suggests changes required in the areas of funding and program missions so that the first national education goal, "by the year 2000, all children will enter school ready to learn" can be met. This report contains seven appendices including: description of selected federal programs that provide early childhood services; case studies of early childhood programs in four states; technical description of national data analyses; standards that apply to early childhood centers; and Department of Education comments.

Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. This book is essential reading for those in the education field.

Book excerpt: Every year millions of children under the age of 5 participate in federal and state early care and education programs. For fiscal years 2010 to 2015, Congress appropriated almost $48 billion to Head Start and over $31 billion to the Child Care and Development Fund (CCDF), the two largest sources of federal funding for early care and education. To better leverage funds, expand services, and make quality improvements, many providers delivering these early care and education services are forming partnerships with other providers or combining funds from federal and other sources. The United States Government Accountability Office (GAO) was asked to examine how state and local grantees are managing multiple funding sources and partnering with other providers to provide quality early care. This report describes what selected state officials and local child care providers identified as: (1) the benefits to integrating funding from federal Head Start, CCDF, and state Pre-K programs and partnering with other providers; (2) factors that adversely affect integration and partnering; and (3) ways these adverse impacts were mitigated. To gather information about the factors that affected integrating funds and partnering, GAO conducted 24 interviews with state officials and local providers in four states (Colorado, Maryland, Washington, and West Virginia). They initially identified states using recommendations from HHS, state officials, and child care stakeholder groups. The final list of states selected was based on the following criteria: (1) participation in the Department of Health and Human Services (HHS's) Early Head Start-Child Care Partnerships (EHS-CCP) grant program; (2) experiences with partnering among early care and education programs; (3) variation in licensing standards; and (4) differences in state income eligibility levels for CCDF. 5 In each state, GAO selected 2 to 5 providers for interviews, also based on recommendations of state officials or providers that were integrating funds or partnering as part of their provision of early care and education services. They also conducted interviews with HHS, Education, and representatives of child care stakeholder groups. GAO also reviewed relevant federal laws and regulations, agency documentation, and literature. Enclosure I provides briefing slides. The report notes that, in the past few years, there have been innovative advancements in several key areas, including greater professional opportunities for providers, a focus on voluntary accreditation, fiscal incentives in the form of variable reimbursement rates to high-quality programs, and establishment of early childhood initiatives that are enriched with comprehensive health and social services. Book excerpt: The Committee for Economic Development (CED), an independent research and policy organization of approximately 250 business leaders and educators, issued this report as a statement calling on federal and state governments to make early education available to all children age three and over. The statement maintains that in order to ensure that all children enter school ready to learn, the nation needs to reform its current approach by linking programs and providers into coherent state-based systems with the goal of universal access to free, high-quality prekindergarten classes, offered by a variety of providers, for all children whose parents want them to participate. The statement argues that universal access will be accomplished in the most timely and equitable way through a strong federal/state partnership, with states taking the lead in building universal prekindergarten systems. It is estimated that a serious commitment to universal early education will require a public investment of at least $25 to $35 billion more than current expenditures to extend access to free, part-day, part-year preschool programs to all children age 3 and up. The CED asserts that states' approach to providing universal preschool should be consistent with principles related to: (1) access to center-based programs meeting recognized standards; (2) service delivery through a variety of providers, with parents selecting the most appropriate setting; (3) financial subsidies for costs involved in early learning provided in partnership with the federal government; (4) efforts with the federal government to build infrastructure, improve program quality, and provide oversight services; and (5) improved data collection to ensure that comparable and reliable information is available on access, costs, and outcomes and knowledge about the most effective characteristics of early learning programs. Also included in the statement are memoranda of comment, reservation, or dissent; presentation of the objectives of the CED; and lists of the CED board of trustees, honorary trustees, research advisory board, professional and administrative staff, and previous CED statements on national policy.
