However, another labor category—underemployment—has virtually been ignored. Underutilized or underemployed workers are those who are experiencing inadequate hours of work, insufficient levels of income, and mismatch of occupation and skills. Marginal Workers, Marginal Jobs addresses two principal issues: how can we measure underemployment, and how can we explain its prevalence? To answer the first question, Teresa Sullivan examines yardsticks in use, demonstrates their inadequacy, and develops a different measure that is easy to interpret and is usable by both demographers and economists. In answering the second, she analyzes 1960 and 1970 census data to determine the relative effects of population composition and job structure on levels of employment. One of the important contributions of Sullivan's study is to distinguish between marginal workers and marginal jobs in explaining underutilization. Previous explanations, including the widely used dual market theory, have not stressed this analytic distinction. In addition, her work accounts separately for the various types of marginality and seeks to show the condition of workers who are marginal on more than one count—for example, those who are both young and black, or old and female. A provocative study based on large samples of the U.S. population, this book raises important questions about a critical subject and makes a significant contribution to the theory of underutilization.

Mexican Workers and the Making of Arizona centers on the production of an elastic supply of labor, revealing how this long-standing approach to the building of Arizona has obscured important power relations, including the state’s favorable treatment of corporations vis-à-vis workers. Building on recent scholarship about Chicanas/os and others, the volume insightfully describes how U.S. industries such as railroads, mining, and agriculture have fostered the recruitment of Mexican labor, thus ensuring the presence of a surplus labor pool that expands and contracts to accommodate production and profit goals. As trade expanded so the numbers of dock labourers increased and became concentrated in the major ports of the world. This ambitious two-volume project goes beyond existing individual studies of dock workers to develop a genuinely comparative international perspective over a long historical period. Volume 1 contains studies of 22 major ports worldwide. Built around an agreed framework of issues, these 'port studies' examine the type of workers who dominated dock labour, their race, class and ethnicity, the working conditions of dockers and the role of government as employer, arbitrator and supporter. The studies also detail how dockers organized their labour, patterns of strike action and involvement in political organizations. The structure of the port city is also outlined and descriptions given of the waterside environment. These areas of investigation form the basis for a series of 11 thematic studies which comprise Volume 2. Drawing on the information provided in the port studies, these essays identify important aspects and recurring themes, and explain how and why particular cases diverge from the rest. The final chapter of the book synthesizes the various approaches taken to offer a model which suggests several configurations of dock labour and presents suggestions for future research. This major scholarly achievement represents the most sustained attempt to date to provide a comparative international history of dock labour. An annotated bibliography completes this essential reference work.

But over its century-long history, there was much more to the September holiday than just having a day off. In The Workers' Festival, Craig Heron and Steve Penfold examine the complicated history of Labour Day from its origins as a spectacle of skilled workers in the 1880s through its declaration as a national statutory holiday in 1894 to its reinvention through the twentieth century.
