Book excerpt: By investigating Sri Lanka as a case study, this book examines whether democracy, compared to authoritarianism, is conducive to post-war reconciliation. The research, founded on primary as well as secondary data, concludes that political systems have little to do with the success or failure of post-war ethnic reconciliation. The Sri Lankan case indicated that post-war reconciliation is more contingent on the readiness of the former enemies to come together. Readiness stems from, for example, satisfaction in the way issues have been resolved, confidence in the other party's intentions, and the compulsion to coexist. If the level of satisfaction, confidence, and the compulsion to coexist are low, the readiness to reconcile will also be low. The end of the war had a profound impact on post-war governance and ethnic relations in Sri Lanka. Hence, the volume provides an in-depth analysis of the factors that led to the military victory of the Sri Lankan government over the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The chapters delve into the nexus between governance and reconciliation under the first two post-war governments. Reconciliation did not materialize in this period. Instead, new fault-lines emerged as attacks on the Muslim community escalated drastically. This book provides a comprehensive analysis of the nature of relations between the Sinhalese and Muslims and the Tamils and Muslims, as well as the nature and causes of post-war anti-Muslim riots.

The ethnic nationalist ideology shaped up by the Tamil Tigers continues to remain the driving force of the Tamil polity in Sri Lanka and the Diaspora. Using a Foucauldian counter-historical theoretical framework, the author analyses and offers answers to these questions: What is keeping Tamil nationalism alive despite the demise of the Tamil Tigers over a decade ago? Why do many Tamils in Sri Lanka and abroad refuse to accept a Sri Lankan political identity? How are Tamils able to continue on a nationalist path despite the absence of a unified political leadership? The book argues that Tamil nationalism has survived the latter’s destruction because it has become counter-historical. It is this that has allowed, despite the internecine rivalries between Tamil political parties and Diaspora groups, the Tamil nationalist spirit to remain alive. The author also suggests that counter-history has, for many Tamil political parties and Diaspora groups, become the means of waging war, other than through an armed struggle, against the Sri Lankan state. Based on field research, interviews and documentary analysis, the book provides empirical and unique insights on Foucault’s thesis that power is multifaceted and can function in the absence of centralised mechanisms. This conflict between the Sri Lankan government and the secessionist LTTE (Liberation Tigers of Tamil Eelam) is one of the world’s most intractable contemporary armed struggles. The internationally banned LTTE is considered the prototype of modern terrorism. It is known to have introduced suicide bombing to the world, and recently became the first terrorist organization ever to acquire an air force. The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. It develops a multipolar analysis which takes into account diverse ethnic groups, intra-ethnic, social class, caste and other variables at the local, regional and international levels. Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.
