This Guide: (a) identifies factors which can lead to increased resource requirements; (b) suggests techniques for reducing these requirements; (c) suggests techniques for increasing the availability of current resources; (d) provides procedures (and a computer program) for estimating public safety resource requirements for an evacuation operation. (Author).
