The book’s core question is to know and describe whether, how, and to what extent populism has been able to articulate the calls for ‘taking back control’ of the national borders and authority, by looking at both the ‘demand’ and ‘supply’ sides. Through compelling empirical analyses, the authors offer fresh data and theoretical insights on the determinants of the support for sovereigntist claims and its impact on voting choices, as well as on the features of the sovereignist discourse in populist parties. Coupled with the growing electoral success of party-based populism, sovereignism actually poses challenges to the ongoing processes of supranational integration. This urges a timely rethinking of democratic politics and calls for far-sighted alternatives to ‘taking back control’ to address the impact of globalisation and regionalisation on contemporary societies. Book excerpt: This book demonstrates that the generally assumed dichotomy between referendums and representative democracy does not do justice to the great diversity of referendum types and of how referendums are used in European democracies. Although in all referendums citizens vote directly on issues rather than letting their political representatives do this for them, some referendums are more direct than others. Rather than reflecting the direct power of the People, most referendums in EU countries are held by, and serve the interests of, the political elites, most notably the executive. The book shows that these interests rarely match the justifications given in the public debate. Instead of being driven by the need to compensate for the deficiency of political parties, decision-makers use referendums primarily to protect the position of their party. In unravelling the strategic role played by national referendums in decision-making, this book makes an unconventional contribution to the debate on the impact of referendums on democracy.

Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, as party system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding.

It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
