More specifically, it is an account of the private policy-making activities of a ruling Labour group of councillors in the major English city of Newcastle-Upon-Tyne. Despite the fact that local government in most of the towns and cities of England is one-party government, very little is known abotu the private behaviour of ruling party groups. In this book David Green provides a penetrating empirical study of the realities of local government. The author seeks to examine and analyse the importance of party discipline, the relationship between the Labour group of councillors and the party outside the council, the power of the committee chairmen, the role of local patronage and the openness of the local policy-making process. The government of Newcastle is perhaps the most closely association in the public mind with T. Dan Smith, the corrupt local politician. In fact, Smith had left local politics in Newcastle in teh mid-1960s. How was the city being run a decade or so later? This study is however much more than an inside view of the affairs of a single authority. The last part of the book is devoted to a discussion of aspects of some traditional and modern theories of democracy and specifically to what author sees as the inadequate advocacy of participatory democracy in recent years. Green makes a major contribution to our thinking about the kind of democracy that is possible in modern large-scale societies, explores weaknesses of moder theories and puts forward some original modifications to modern democratic theory, in the light of a theory of knowledge which is seen as more appropriate for modern natural and social scientific activity. Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: Marion Reiser, Everhard Holtmann Local independent lists as political actors are a common phenomenon on the local level in many European countries – in established Western democracies as well as in the ‘new’ democracies in Central and Eastern Europe. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.
