Book excerpt: A severe slow-down in Afghanistan's economic growth characterized the period between 2012 and 2014, the so called Transition period leading to the 2014 election and handover of security responsibility to Afghan forces. Afghanistan's economic malaise during this time can be attributed to the combined effects of the drawdown of international military forces and a sharp fall in associated international spending, reduction of aid, and increasing conflict and political instability. While aid fueled strong growth during the pre-transition period between 2007-2008 and 2011-2012, worrisome socio-economic dynamics already present intensified during the transition. Notably, the transition crisis magnified once again the many inequalities-between regions, cities and rural areas, rich and poor Afghans, and between men and women and girls and boys-that fracture Afghan society. The poorest and most vulnerable segments of the population benefited least from pre-transition growth, and the same groups suffered the most once the economy and the security condition deteriorated. This new edition of the Poverty Status Update series documents the evolution of poverty and socio-economic inclusion during the transition. It examines determinants of poverty and, with an eye beyond 2014, suggests policies to reduce vulnerability and inequalities.

The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. The study presents key elements for a breakthrough in the next two years but the daunting agenda will require strong commitment, actions, and persistence on the part of the Government and robust support from the international community."

Book excerpt: Despite record economic growth for more than a decade, poverty has remained stubbornly high in Afghanistan, especially in the regions that suffered less from conflict. This paper aims to explain this paradox by combining a model of conflict intensity at the province level over period 2007-14 with a model of consumption at the household level in 2011. Provincial data show that higher levels of conflict were positively correlated with both a larger presence of troops (international and Afghan) and larger aid flows. Household data show that the negative impact of conflict on consumption was more than offset by the positive impact of aid and troops. According to the estimates, Afghan troops contributed more to poverty reduction than international troops, possibly because they spent more locally. The paper uses the estimated models to conduct an out-of-sample validation exercise, focusing on the transition initiated in 2014. The results should be interpreted with caution, as the quantitative models cannot account for strategic shifts in the insurgency and watershed political developments. But they suggest that the reduction in the number of international troops and declining foreign aid flows led to an increase in conflict intensity and a decline in consumption per capita, matching current trends.

This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes. The Annexes contains supporting data and analysis.
