Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

The general prevalence of poverty in Nigeria is paradoxical because the country is one of the biggest oil-producing countries in the world. A 1999 World Bank report for instance showed that some 70 per cent of the population lives below the bread line - usually considered as living on less than US$1.00 a day. This raises a number of very important questions: What are really responsible for the wide prevalence of poverty in Nigeria in the midst of plenty? How is poverty manifested in the country? What alleviation strategies are in place? How effective are they? And what are the implications of all these for the country's democracy project, political stability, nation-building and development discourse? Contributors to this volume address these questions and provide insights into some of the central issues in the discussion of poverty, including how the poor themselves struggle to cope or adapt to their condition. Using multidisciplinary perspectives, the contributors critique the current alleviation strategies and recommend more viable and better- targeted approaches that will sharply reduce the incidence of poverty in Nigeria. _____________________________________________ * Mustapha C. He is currently a senior lecturer in the Department of Political Science, Bayero University, Kano-Nigeria. He has published widely in the areas of political economy, political development, peace studies, human rights, civil society and democratization. Professor Kiyawa was a Dean of the Faculty of Social and Management Sciences, Bayero University, Kano-Nigeria for a long time, and Head of the Department of Economics, which he founded in 1976. Professor Kiyawa has over 30 years of teaching and research experience. He has published extensively in national and international journals and has edited a number of books, including Management of the Nigerian Economy under Democratic Administration (2000), Accountability, Finance, and Financial Discipline in Local Government Administration (1999), Topics on the Nigerian Economy (1988), and Export Promotion as a Strategy for Industrialization (1988). The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Book excerpt: Recent research on Nigeria indicates declining income inequality. In contrast, anecdotal evidence suggests that only the upper class has benefited from economic growth in Nigeria overtime. The disconnect between these findings and anecdotal evidence, and the limitation in how inequality was estimated in the past literature are the motivation for our research. First we consider if inequality decreased in Nigeria between 2010 and 2018. We then examine how changes in inequality relate to changes in consumption and poverty. In addition, we examine whether there has been convergence in inequality and consumption across regions over this period? Leveraging data from the four waves of the Nigeria General Household Panel Survey (GHS) and carefully measuring inequality using consumption expenditure, our results suggest that inequality has decreased and median consumption expenditure increased. At the same time, poverty incidence and severity increased precipitously. Our findings suggest convergence in estimated inequality by regions but we do not find evidence of convergence across regions in consumption.
