The persistence of poverty—in rich and poor countries alike—is one of the most serious problems facing humanity. Better measurement of poverty is essential for raising awareness, motivating action, designing good policy, gauging progress, and holding political leaders accountable for meeting targets. To help make this possible, Atkinson provides a critically important examination of how poverty is—and should be—measured. Bringing together evidence about the nature and extent of poverty across the world and including case studies of sixty countries, Atkinson addresses both financial poverty and other indicators of deprivation. He starts from first principles about the meaning of poverty, translates these into concrete measures, and analyzes the data to which the measures can be applied. Crucially, he integrates international organizations’ measurements of poverty with countries’ own national analyses. Atkinson died before he was able to complete the book, but at his request it was edited for publication by two of his colleagues, John Micklewright and Andrea Brandolini. In addition, François Bourguignon and Nicholas Stern provide afterwords that address key issues from the unfinished chapters: how poverty relates to growth, inequality, and climate change. The report is the culmination of a comprehensive year-long Aus AID funded collaboration between the Fiji Islands Bureau of Statistics (FIBOS) and the World Bank to develop new poverty measures and maps that produce poverty estimates at highly disaggregated levels. The report draws on the last two rounds of Household Income and Expenditure Survey (HIES) (from 2002-3 and 2007-8) as well as the national census of 2007. According to the expenditure based estimates developed in this report, in 2008/09 just over a third of the Fijian population lived in poverty. Poverty in Fiji is driven by multiple factors. The report presents the first national level poverty maps created for Fiji and in the Pacific using the national census, which provides a powerful visual depiction of poverty pockets that can help to ensure that anti-poverty programs reach the poor.

In this pathbreaking book, Matt Tomlinson argues that participants condition their own expectations of ritual success by interactively creating distinct textual patterns of sequence, conjunction, contrast, and substitution. Drawing on long-term research in Fiji, the book presents in-depth studies of each of these patterns, taken from a wide range of settings: a fiery, soul-saving Pentecostal crusade; relaxed gatherings at which people drink the narcotic beverage kava; deathbeds at which missionaries eagerly await the signs of good Christians' "happy deaths"; and the monologic pronouncements of a military-led government determined to make the nation speak in a single voice. In each of these cases, Tomlinson also examines the broad ideologies of motion which frame participants' ritual actions, such as Pentecostals' beliefs that effective worship requires ecstatic movement like jumping, dancing, and clapping, and nineteenth-century missionaries' insistence that the journeys of the soul in the afterlife should follow a new path. By approaching ritual as an act of "entextualization" - in which the flow of discourse is turned into object-like texts - while analyzing the ways people expect words, things, and selves to move in performance, this book presents a new and compelling way to understand the efficacy of ritual action.

The policy environment in rural sector ministries is supportive of gender mainstreaming, with clear paths to link policy direction on gender equality to programmes. Recommendations are formulated to progressively advance gender equality and support the empowerment of rural women through policy. In the short term, recommendations are oriented toward community programming that is more equitable, practical and beneficial for women. Developing infrastructure to reduce women’s workloads and facilitate their ability to engage in the cash economy could enhance women’s economic opportunities and contribute to improved family welfare. Promoting the use of radio, texts and social media to allow women to share information on weather, prices, economic opportunities and savings and banking can empower women to make more informed decisions about their activities. Building the gender analysis capacity of civil society organizations (CSOs) working in rural sectors on climate change, disaster management and sustainable development will support the engagement of women in community-based decision making. To address gender inequalities in the rural sector and support the empowerment of rural women, a set of concrete recommendations is given. These range from promotion of policy research and analysis to inform policies and strategic planning on gender equality and rural women’s empowerment in ARD to putting in place concrete measures for the improvement of rural women’s access to services, technology, finance, markets and resources.
