The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region. By providing a wide spectrum of innovative and policy relevant analytical contributions this book will be of broader interest than for observers of the region. ?"

Book excerpt: The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD’s Life in Transition Survey and Eurofound’s European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on the themes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. It considers the opportunities for solutions to “build back better” once the recovery from the COVID-19 crisis begins, and offers proposals for more acceptable, equitable and effective economic inclusion policies.

Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: -- A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. -- An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. -- The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. -- Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. The widening gap between the very rich and everyone else is often portrayed as an unexpected outcome or as the tradeoff we must accept to achieve economic growth. In this book, three International Monetary Fund economists show that this increase in inequality has in fact been a political choice—and explain what policies we should choose instead to achieve a more inclusive economy. Jonathan D. Ostry, Prakash Loungani, and Andrew Berg demonstrate that the extent of inequality depends on the policies governments choose—such as whether to let capital move unhindered across national boundaries, how much austerity to impose, and how much to deregulate markets. While these policies do often confer growth benefits, they have also been responsible for much of the increase in inequality. The book also shows that inequality leads to weaker economic performance and proposes alternative policies capable of delivering more inclusive growth. The lack of information about the living conditions and needs of Roma people compound these stark gaps in human development outcomes. This publication, prepared for a conference held in Budapest, Hungary in June 2003, brings together original sociological research, evaluations of programme initiatives, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a inclusive policy approach which respects their diversity.

Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.
