[...] En effet, les barrières tarifaires et non tarifaires mettent en place un système de rétention des fonds au profit des pouvoirs publics qui leur sert à neutraliser financièrement les adversaires politiques en offrant de l'argent aux opposants en contrepartie de leur neutralité. [...] En recherchant cet objectif de maintien de pouvoir à travers la politique fiscale, les hommes politiques n'œuvrent pas ainsi pour la performance économique et ensuite ils se comportent comme des enfants gâtés qui pleurent sur le sort des populations démunies pour attirer la sympathie financières des bailleurs de fonds. [...] Cet environnement était propice à la faillite du processus d'intégration car les Etats pouvaient se maintenir au pouvoir grâce à leur fiscalité qui en réalité était une sorte de taxe pour « acheter » les opposants et ensuite ils jouaient les « enfants gâtés » en brandissant la misère de leur population pour obtenir l'aide qui servait en réalité à mieux implanter le régime. [...] Ce papier montre en s'appesantissant sur des exemples empruntés aux pays africains, la logique économique qui a prévalu dans ces pays et qui n'a pas permis la mise en place d'une véritable politique communautaire et ensuite il donne les perspectives pour une politique communautaire efficace dans un environnement économique nouveau.

Cependant, cette traversée de désert ne durera pas longtemps et dès le début des années 1990, le processus d'intégration régionale en Afrique centrale sera relancé. Ainsi, la CEMAC a été créée en mars 1994 pour approfondir et renforcer l'effort d'intégration déjà entamé par l'UDEAC. Par ailleurs, en 1998 les Chefs d'États de l'Afrique centrale ont décidé de relancer la CEEAC. Cet ouvrage constitue une contribution à la réflexion sur les questions d'intégration régionale en Afrique centrale. Il reprend les travaux du Bureau de l'Afrique Centrale de la Commission Économique des Nations Unies pour l'Afrique dont le siège est à Yaoundé au Cameroun et qui a appuyé le processus d'intégration dans la sous-région. Il reprend également les contributions présentées par des experts de la sous-région lors d'un séminaire organisé par la CEA-AC en préparation au Forum Africain sur le Développement organisé en mars 2002 par la Commission Économique des Nations Unies pour l'Afrique, à Addis-Abeba, autour du thème de l'intégration régionale en Afrique.

The Ivoirian police failed to control the situation, so a group of poor, politically marginalized, and mostly Muslim men took on the role of the people’s protectors as part of a movement they called Benkadi. These men were dozos—hunters skilled in ritual sacrifice—and they applied their hunting and occult expertise, along with the ethical principles implicit in both forms of knowledge, to the tracking and capturing of thieves. Meanwhile, as Benkadi emerged, so too did the ethnic, regional, and religious divisions that would culminate in Côte d’Ivoire’s 2002–07 rebellion. Hunting the Ethical State reveals how dozos worked beyond these divisions to derive their new roles as enforcers of security from their ritual hunting ethos. Much as they used sorcery to shape-shift and outwit game, they now transformed into unofficial police, and their ritual networks became police bureaucracies. Though these Muslim and northern-descended men would later resist the state, Joseph Hellweg demonstrates how they briefly succeeded at making a place for themselves within it. Ultimately, Hellweg interprets Benkadi as a flawed but ingenious and thoroughly modern attempt by non-state actors to reform an African state.
