Book excerpt: For two decades, scientists have been warning that chlorofluorocarbons (CFCs) and halons (bromine-containing fluorocarbons) may deplete the stratospheric ozone shield that screens out some of the Sun's harmful ultraviolet rays and thus regulates the amounts which reach the Earth's surface. CFCs have been used as refrigerants, solvents, foam blowing agents, and outside the United States, as aerosol propellants; Halons are used primarily as fire-fighting agents. Increased radiation could result in an increase in skin cancers, suppression of the human immune system, and decreased productivity of terrestrial and aquatic organisms, including some commercially important crops. This book deals with implementation, policy issues and phase out of methyl bromide. In September 1987, 47 countries (including the United States) agreed to the Montreal Protocol on Substances that Deplete the Ozone Layer, which first required controls on the world's consumption of ozone depleting substances. Over 160 countries have signed on to the Protocol, whose phasedown schedule for developed countries was accelerated twice and completely phased out Halon production at the end of 1994 and CFC production at the end of 1995. The Protocol's coverage has also been extended to include hydrochlorofluorocarbons and other chlorine- and bromine-containing substances such as some solvents and methyl bromide, a widely used soil fumigant.

As a result many alternatives to the banned substances have been developed. Some of these substances have, however, themselves ozone depleting properties or can be hazardous to the environment in other ways. As the procedure for including new ozone depleting substances under the regulation of the Montreal protocol is rather time consuming the parties to the Montreal Protocol have decided to encourage parties to take measures to actively discourage the production and marketing of new ozone depleting substances. Further it was decided to request parties to report to the ozone secretariat on new substances. EU has taken the effort to elaborate a table of 'New substances with ozone depletion potential'. Based on this list a shorter list of 7 substances of concern has been prepared by the Nordic Ozone Group for assessment in this study. The overall objective of the study is to contribute to the work on the protection of the ozone layer eventually by providing information which would facilitate the inclusion of new substances under the Montreal Protocol or by otherwise reducing the use of these substances if appropriate

This Note examines, from an economic perspective, the forces that will shape long-term emission profiles for seven chemicals, including the two major CFCs, suspected of contributing to potential ozone depletion. The study adopts a long time frame for analysis, simulating emission profiles from 1980 through 2075. The findings indicate that under no circumstances do zero growth assumptions appear to be a reasonable basis for calculating long-term emission profiles. Moreover, growth rates in production and emissions of these chemicals will probably be higher in the next few decades than in the more distant future. Holding other things constant, this will tend to increase expected ozone depletion relative to model results obtained by making unrealistic steady-state emissions estimates.
