This book introduces Japan as the most disaster-prone country, with a long history of confronting and overcoming the power of nature, resulting in its unique solutions for cultural heritage resilience and sustainability. But how do leadership and decision making become efficient in times of recovery? Bearing in mind what may be lacking in Japanese practices, this work also presents comparable governance models from other countries which indicate alternative solutions. While a traumatic event may occur within one night, the process of recovery could last for decades. Such disasters also tend to recur. In order that directly affected communities can sustain resilience throughout the long recovery period, and that equally severe social trauma will not be repeated, a continuous, well-maintained governance response is required, whether grounded in local knowledge or national policy frameworks. At the heart of this book is the matter of the reconstruction process involving networks of small and large communities. Each of those has a role that becomes operational through linkages of contacts, the interchange of knowledge and skills, and above all through the sharing of common goals.

Through the examination of the reparative role that the arts have played in the aftermath of two major societal traumas, this thesis demonstrates that culture can facilitate individual and societal healing on a deep, long lasting level. Two cases collectively responsible for over three million deaths and multi-generational trauma are investigated - the siege of Leningrad (1941-1944) and the genocide in Cambodia (1975-1979). The thesis explores the complex relations between the state and artists, the successes and challenges faced by the living arts, and government and non-government-intentioned healing through culture. The author's original artwork, which connects both case studies on a single visual plane, serves as an integral part of this multi-disciplinary project. The author concludes that the arts must be used, through coherent cultural policies, in post-conflict recovery efforts.

The core exploration of this edited collection is to understand how the oppositional framing of destruction versus reconstruction and place-making versus displacement can be disrupted; how displacement is spatialized; and how reconstruction is extended to the displaced people rebuilding their lives, environments, and memories in new locations. In the process, displacement is framed as agency, the displaced as social capital, post-conflict urban environments as archives, and reconstructions as socio-spatial practices.
