Book excerpt: In their earlier report, Reform in Eastern Europe, the WIDER group assessed the main building blocks of a successful transition in Eastern Europe: stabilization, price liberalization, privatization, and restructuring. For the last three years this group of leading economists has been heavily involved in the reform process. In this new report, they take stock, returning to the original themes and assessing progress and prospects, particularly in Russia.Stabilization in the major Central European countries was done very much by the book. Russia, in contrast, is following a path of restructuring without stabilization. The authors discuss how far this alternative strategy is likely to get. Turning to privatization, they note that initial plans started from the assumption that the state owned the assets. As slow progress of those plans has painfully shown, this was the wrong assumption. They point out that assets have in fact many de facto claimants, from managers to workers to local authorities to ministries, and discuss how the current Russian privatization program starts and builds up from this more realistic assessment.In the face of a collapse of trade in Eastern Europe, triggered by reform in Central Europe and a similar collapse between republics following the breakup of the Soviet Union, the authors show how simple measures such as a payments union can be used to increase trade and output.Post-Communist Reform concludes with a look at restructuring in Poland. The authors focus on the behavior of the state, the growth of the private sector, the role of financial systems, and the coherence of overall government policy, ending on a note of cautious optimism.

Book excerpt: In the early 1990s, the countries of the former Soviet Bloc faced an urgent need to reform the systems by which they delivered broad, basic social welfare to their citizens. Inherited systems were inefficient and financially unsustainable. Linda J. Cook here explores the politics and policy of social welfare from 1990 to 2004 in the Russian Federation, Poland, Hungary, Belarus, and Kazakhstan. Most of these countries, she shows, tried to institute reforms based on a liberal paradigm of reduced entitlements and subsidies, means-testing, and privatization. But these proposals provoked opposition from pro-welfare interests, and the politics of negotiating change varied substantially from one political arena to another. In Russia, for example, liberalizing reform was blocked for a decade. Only as Vladimir Putin rose to power did the country change its inherited welfare system. Cook finds that the impact of economic pressures on welfare was strongly mediated by domestic political factors, including the level of democratization and balance of pro- and anti-reform political forces. Postcommunist welfare politics throughout Russia and Eastern Europe, she shows, are marked by the large role played by bureaucratic welfare stakeholders who were left over from the communist period and, in weak states, by the development of informal processes in social sectors.

Olivier Blanchard, a distinguished economist who has worked on transition since its beginning, is one of the first to present a unified analysis of the process of transition. Book excerpt: Hungarian economist Janos Kornai first used the metaphor of a single path to postsocialist transition in his earlier book, The Road to a Free Economy. The new metaphor that frames this collection of eight recent studies reflects a broader perspective and understanding of the complexities of transition: every highway and byway leads eventually to capitalism, Kornai observes, but to what kind, how fast, and at what cost? Who wins and who loses? Kornai draws from his experiences of Hungarian reform as well as from countries of the former Soviet Union to make several major points. The first three studies describe what went wrong in countries that tried to mix elements of planned and market economies. Efforts made by communist countries to introduce market socialism (the "middle road") contained an inherent contradiction between the logic of socialism and the logic of a free enterprise system, and were doomed to failure. In the studies that follow, Kornai analyzes the on-going dilemmas. The transition from communism to free enterprise is filled with daunting hurdles; it requires no less than redefining ownership, changing values concerning the distribution of wealth, transferring the control of political power, creating financial institutions and enforcing financial discipline, and making deep economic sacrifice. Kornai closes with an overall survey of postsocialist transition, describing the stages that countries tend to go through, that will be particularly useful to scholars of comparative economic systems.
