This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Book excerpt: The transfer of low-carbon technology to developing countries is one of the key means to reduce greenhouse gas emissions in developing countries and therefore a key aspect of the United Nations Framework Convention on Climate Change (UNFCCC). This thesis aims to contribute to the understanding of international low-carbon technology transfer and how it might do justice to the interest of developed and developing countries. The empirical example is the technology transfer approach and its implementation by the Global Environmental Facility, which acts as the financial mechanism of the UNFCCC. My theoretical framework includes two sets of theories. The first includes theories of international technology transfer. This set explains how international technology transfer may lead to economic benefits on the side of the technology recipient. This theory, however, does not explain how international technology transfer will lead to significant environmental benefits. I therefore included a second set of theories in my theoretical framework. Theories of diffusion of environmental technologies explain how technology might achieve environmental benefits such as the reduction of greenhouse gas emissions in developing countries. A case study was chosen as method. In order to do justice to the research question, the empirical enquiry takes place on three interconnected levels. On the first level, the positions of developed and developing countries on the subject of technology transfer under UNFCCC were established. These serve as additional yardsticks for the discussion of the GEF approach and its outcomes. On the second level, the technology transfer approach of the GEF and the relationship to GEF and UNFCCC on the subject on technology transfer was established. On the third level, the GEF project Photovoltaic Market Transformation Initiative (PVMTI) in India, which follows the GEF approach to technology transfer, was investigated. The thesis concludes, in relation to the research question, that the current GEF approach to technology transfer is unlikely to achieve the goals of both developed and developing countries. It is able to achieve the goals of developed countries as it tends to prioritise the environmental goals through selected demand side measures that are effective in achieving emission reductions. It is less effective in achieving development goals as international technology transfer is left to the private actor.

Among other things, the book identifies climate entrepreneurs as key players in diffusion and deployment of LCT's and the significance of a bottom up approach in technology transfering process where local participation and involvement need to be enhanced and strengthened from the initial stages of the process.

In the negotiations on a global climate treaty the developing nations have put forth ideas and plans to ensure that intellectual property rights (IPRs) do not become a barrier to transfer of climate friendly technology. In this discussion paper, this question of technology transfer, intellectual property rights is addressed in the context of climate change. Patent statistics shows the dominance of developed countries in specific technologies. The analysis on specific technologies indicates that IPRs is an important issue in development and transfer of technology and it is a barrier. Data indicates that although developing countries have made some progress, the dominance of developed countries in terms of patents, royalty and licensing income and expenditure on Research and Development remains as before. The historical experience is that stronger IPRs do not always result in more technology transfer and technology absorption. Hence the argument that developing countries should provide stronger protection of IPRs to encourage technology transfer has to be challenged. The technology transfer under UNFCCC and Kyoto Protocol has been minimal and insufficient to meet the needs of developing countries. The harmonization of IPRs through TRIPS has limited the options of countries to use compulsory licensing and competition policy. TRIPS has not facilitated technology transfer, particularly to Least Developed Countries (LDCs) and the North-South divide on this issue has resulted in a stalemate. Under these circumstances it is futile to expect that TRIPS alone will result in more transfer of climate-friendly technologies. Using Common But Differentiated Responsibility principle in technology development and transfer is desirable. Many proposals and suggestions have been made to stimulate technology development and transfer. Montreal Protocol is a successful example that is relevant in the context of climate change. The proposals including the proposals made by developing countries deserve a serious consideration and innovative solutions have to be found. Humanity does not have the luxury of finding solutions over a century to solve problems created by global climate change. Developing countries need both development and access to technologies that will facilitate the transition to less carbon intensive economy within the next two or three decades. So it is essential that IP issues do not become a barrier in this transition. The challenge of climate change calls for out of the box thinking to find solutions that can make a difference. The IPR issues in technology transfer need to be tackled by a combination of policy measures, incentives and bringing in changes at the global IP regime under TRIPS.

For emerging economies technology transfer is crucial in order to ensure a steady energy supply for their rapid economic development. Energy demand in these countries is growing fast, particularly in India and China, and their infrastructure and generating capacity are struggling to keep pace. To ensure that the economic growth is not coupled with the high GHG emission growth, technology transfer of low-carbon technologies and technology avoiding negative impact on adaptation is essential. However, under the UNFCCC negotiations, the incorporation of technology transfer for global concerted action (i.a. Marrakesh Framework) has proved difficult and slow and no explicit measures have been agreed on. In the last COP 13 in Bali, technology transfer has become more important and it will stay a crucial point for the success of future conferences (especially for emerging economies). The first part of the briefing gives an overview of key partnerships in transferring technology for mitigation of and adaptation to climate change to emerging economies within the climate change regime and in further international technology cooperation. It presents key actors and their roles, highlights success factors and identifies potential for improvement. In the subsequent chapter, the barriers that technology transfer is facing and examples for appropriate tools that can help to overcome the remaining obstacles are pointed out.

Despite its recognition at international platforms such as the United Nations Framework Convention on Climate Change, G20, etc., the independent review of Climate Technology Centre and Network (CTCN), the operational arm of the UNFCCC's Technology Mechanism, shows the lack of success in the transfer of environmentally sound technologies. This study examines the barriers to technology transfer and suggests strategies to improve current technology transfer frameworks. While finance is the biggest barrier stated by countries worldwide, the ability to absorb technologies is an equally important factor as is evident from case studies from India. Apart from finance, barriers could arise due to the mode of transfer, the nature of technologies, the sectors (such as energy and transport) in which such technology is sought, intellectual property rights, etc. The study analyses the OECD patent database for G20 countries to identify dominant sectors and technologies. Energy and transport stand out in terms of the number of patents filed signifying the flow of technical expertise (R&D) and finances in these sectors while sectors such as agriculture, natural resource management, disaster resilience, etc., have not attracted much attention. The study also assesses current initiatives to determine India's technological needs and presents an overview of the initiatives undertaken by the Government of India to promote diffusion of environmentally sound technologies. The study finds that the success of technology transfer depends heavily on the availability of funds, absorption capacity of the recipient country and the differential treatment of technologies in technology transfer frameworks.

Book excerpt: Response to climate change will critically depend on the cost, performance, and availability of technologies that can lower emissions, mitigate, and adapt to climate change. Technological innovation can furthermore lower the cost of achieving environmental objectives. However, data from the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Body for Scientific and Technological Advice flag that although issues of technology transfer have been central to the UNFCCC since the negotiation of the Convention, there is still an urgent need for effective environmental technology diffusion. Building upon lessons learned from technology transfer activities under the Clean Development Mechanism and the Global Environment Facility, the white paper suggests three possible solutions for enhanced environmental technology diffusion within the UNFCCC regime. First, I advocate in favor of a simplification of the transfer scheme within the Convention's bodies, in order to save resources and better allocate responsibilities. Second, I make some recommendations with respect to technology transfer through the Green Climate Fund. Third, I suggest that the creation of an environmental patents' pool would help to ensure access to key environmental technologies. To this respect, I conclude that in order to ensure the full participation of the private sector, right holders should be paid a fair royalty. Therefore, I recommend a model where rights would be bought out and then made available to Parties through a patent pool.
